Position Summary & Responsibilities

Position Summary: Kansas Early Childhood Developmental Services is seeking someone comfortable with reviewing federal and state laws, regulations, policies and procedures relevant to the implementation of Part C of the Individuals with Disabilities Education Act.

The successful candidate will:

• Review the work of 29 local Part C programs for compliance
• Help those programs understand relevant federal and state laws, regulations, policies and procedures
• Review corrective action plans for programs not currently in compliance
• Maintain and update the state Part C Process Manual
• Make recommendations for changes for state regulations, policies and procedures
• Work closely with Compliance Specialist I, dividing responsibilities as appropriate
• Independently maintain an up-to-date understanding of relevant federal and state laws and regulations
• Manage and oversee annual or special compliance review processes in strict adherence to state and federal guidelines and the established monitoring plan
• Monitor all timelines, providing comprehensive written and verbal guidance to programs
• Track and address ongoing compliance issues and concerns, employing corrective action plans as necessary
• Ensure the accurate compilation and dissemination of annual determinations, promptly issuing findings of non-compliance when warranted
• Maintain ongoing oversight of programs with current compliance findings, promptly releasing findings upon successful compliance restoration
• Foster direct collaboration with programs, providing dedicated support in resolving compliance-related concerns
• Provide constructive written feedback to each program, addressing compliance-related issues
• Support the Program Coordinator in the drafting of federal compliance reports and promptly furnish compliance-related documentation to federal and state officials upon request
• Drive year-over-year performance improvements as mandated by the Office of Special Education, actively partnering with local programs to achieve defined objectives
• Collaborate closely with local programs to develop and update comprehensive and focused continuous improvement plans, ensuring alignment with organizational goals and priorities and state and federal requirements
• Monitor and analyze data related to services and child outcomes, with special attention to traditionally underserved populations
• Identify inequities in services and child outcomes, across populations and geographical regions, working diligently with state and community partners to ascertain root causes and develop strategies to address these disparities, as mandated by the Office of Special Education

Qualifications

• Education: High School, GED
• Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
• Minimum Qualifications: Seven years of experience in child services. Education may be substituted for experience as determined relevant by the agency.
• Preferred Qualifications: Four years of direct experience in Education, Early Childhood Education, Social Work, or related field. Understanding of local, state, and federal laws relating to early intervention Experience related to program monitoring and continuous improvement Experience in development and evaluation of policies and procedures Understanding of the related state and federal statutes and regulations. Understanding of Early Childhood Education and of the Individuals with Disabilities Education Act
