Essential Duties

  • Captures and evaluates operations of the Services for Exceptional Children
  • Develops, plans, and facilitates professional development concerning compliance topics identified as needed by schools and central office staff
  • Responds to requests for information and assistance regarding compliance
  • Collaborates and provides District-wide leadership on Exceptional Children compliance issues
  • Prepares and presents reports, data, and the needed correspondence regarding Exceptional Children compliance issues
  • Attends various meetings and serves on committees relating to Exceptional Children issues
  • Develops, reviews, interprets, and provides opinions on the District’s policies and procedures governing special education to ensure compliance with all state and federal laws and regulations, including the Individual with Disabilities Act (IDEA) and Section 504 of the Rehabilitation Act
  • Advises and consults with District senior leadership, school administrators, staff, and decision makers on individual cases and local policies, procedures, and practices as they relate to compliance
  • Represents the District in IEP meetings when appropriate to ensure compliance with the IDEA and local policies
  • Acts as a liaison between the District and the Board’s attorneys to assist with preparation for any court cases or formal complaints on issues relating to students with disabilities, including IDEA
  • Provides timely and appropriate responses to parent and agency correspondence related to IDEA and demands, OCR complaints, and State DOE complaints
  • Assists with due process activities involving special education, including hearings, mediations, OCR, and State DOE complaints; Maintains data regarding the number, nature, and outcome of those activities
  • Identifies necessary follow-up activities and actions flowing from due process activities and communicates delegation of activities to District personnel to ensure compliance
  • Maintains current and professional expertise on the history, evaluation, development, and on-going procedural and legal activities related to IDEA
  • Ensures that special education student records are maintained appropriately with the guidelines set by the IDEA, state rules, and FERPA
  • Ensures that the District’s IEP process is appropriate and conducted with fidelity according to the IDEA and state rules governing special education

Requirements

  • Minimum of 6 years of supervision and/or consultation in special education policies, procedures, and issues
  • Ability to apply critical thinking skills in rendering solutions to various issues
  • Ability to plan and implement short and long-range goals and objectives
  • Excellent interpersonal skills
  • Excellent organizational skills
  • Excellent research and analysis skills
  • Excellent communication skills both orally and in writing
