Contracts Specialist (Multiple Levels)
Responsibilities
Drafting, negotiating, and administering agreements with private sector, academic, and government partners to support advanced technology and innovation initiatives.
Ensure compliance with federal acquisition regulations (FAR) and security requirements, coordinating with program managers and legal teams, monitoring contractor performance, and mitigate risk while safeguarding sensitive information.
Strong analytical skills, attention to detail, and the ability to operate in secure, high-stakes environments are essential.
Required Qualifications
- Active Top Secret/SCI clearance with Polygraph.
- US Citizenship is required.
- Experience with the contracting process, including demonstrated knowledge of contracting procedures, types, and methods, including formal advertising, negotiation, fixed-price, and cost contracting.
- Working knowledge of Federal Acquisition Regulation (FAR).
- Demonstrated knowledge of cost and price procedures/techniques to assist in the evaluation of offers and responsibility of contractors on the basis of competition, historical costs, reports from auditors or technical specialists, contractor cost breakdowns regarding labor, materials, overhead, and profit, or other evaluation criteria and selection processes where the information is usually available.
- Demonstrated knowledge of post-award management and oversight through closeout.
- Senior-Level Bachelor's degree in Contract Management, Business Administration, Public Administration, Acquisition Management, or related field.
- Minimum of 7 years of combined experience in contract preparation, contract award, FAR compliance, and contract package validation.
Desired Qualifications
- Experience with R&D/S&T contracting in the Intelligence Community (IC).
Compensation
- SME-Level Master's degree in Contract Management, Business Administration, Public Administration, Acquisition Management, or related field.
- Minimum of 10 years of combined experience in contract preparation, contract award, FAR compliance, and contract package validation.
- DAWIA Level II or equivalent in Contracting or Program Management.
