About the role

The Broward County Board of County Commissioners is seeking qualified candidates for the position of Contracts Manager (Purchasing Manager classification) to help develop and supervise the newly established Vendor Management Office (VMO) section within the Purchasing Division. The County's Purchasing Division is nationally recognized, having continually received the National Procurement Institute's Achievement of Excellence in Procurement (AEP) Award, the National Institute of Government Procurement's Outstanding Agency Accreditation Award (OA4), and the Florida Association of Public Procurement Officials, Inc. (FAPPO) Award of Excellence in Public Procurement.

Responsibilities

  • Supervises staff to ensure that assigned responsibilities are completed accurately and on a timely basis; reviews agenda reports being submitted to the Board of County Commissioners for quality control.
  • Researches and makes recommendations regarding legitimacy of sole source/sole brand requests; researches and/or coordinates responses in respect to whistleblower complaints and possible suspension and/or debarment of vendors.
  • Conducts procurement related training to both purchasing and non-purchasing County staff; reviews drafts and completed work product at various stages; assigns work (Requisitions) to Purchasing Agents.
  • Performs employee evaluations and assigns goals for upcoming year; approves contracts and purchase orders depending on delegated approval authority.
  • Actively participates in meetings at various levels regarding potential, planned and in progress projects.
  • Drafts division policies and procedures; provides procurement related direction/recommendations to both purchasing and non-purchasing County staff; benchmarks various division policies and outputs to determine best practices and makes recommendations to top management.
  • Performs related work as assigned.

Qualifications

Minimum Education and Experience Requirements: Bachelor's degree from an accredited college or university with major coursework in law, public or business administration, supply chain management, marketing, communications, logistics or related fields. Requires six (6) years in a Contract Management role within a public or private purchasing operation, including four (4) years of supervisory and related project management experience.

  • Master's degree or higher from an accredited college or university with major coursework in law, public or business administration, supply chain management, marketing, communications, logistics or related fields.
  • Certified Supplier Relationship Management
  • Certified Contract Management from the World Commerce and Contracting Association (WorldCC)
  • Certified Institute of Supply Management (ISM)
  • Certified National Contract Management Association (NCMA)
  • Certified Professional Public Officer (CPPO)
  • Certified Professional Public Buyer (CPPB)
  • Certified Procurement Professional (CPP)
  • Project Management Professional (PMP)
  • 1+ years or more of advanced experience using PeopleSoft modules: Strategic Sourcing, Purchasing, E-Procurement, Procurement Contract, E-Supplier and/or Supplier Contract
  • One (1) year + or more experience in electronic bidding system(s)

Work Environment

Physical Demands: Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
