Responsibilities
- Strong understanding and familiarity with the full spectrum of federal contract types and procurement strategies (e.g., multi-award BPA/IDIQ, single award BPA/IDIQ, small business vs. large business, etc.)
- Experience conducting market research and defending whether acquisitions need to be full and open versus small business set aside.
- Strong understanding of Independent Government Cost Estimates (IGCE), J&A development and guidelines, statutory regulations and price realism.
- Preparation of acquisition/contracts documents such as Sources Sought, RFIs, RFPs, Instructions to Offerors, Statements of Work, Sample Task Orders, IGCEs, evaluation plans, etc.
- Facilitating vendor conferences, vendor oral presentations, technical evaluation sessions, vendor discussions, etc.
- Developing discussion questions and responding to vendor questions.
- Establishing evaluation criteria and measures, creating evaluation packages and recommendations, and preparing award recommendations for Source Selection Committee.
- Aid in the enterprise acquisition, contract, and Task Order (TO) planning and execution processes.
- Aid in development, maintenance, of ordering guides and Acquisition Requirements Packages templates to standardize the documentation process for all customers.
- Provide support with Acquisition Strategy, DoDI 5000.75 requirements, Acquisition reporting, Acquisition support for Sustainment, Development & Deployment, and support Contract Development for Business Capabilities Acquisition.
- Provide software procurement, licensing maintenance support, and tracking of all contract actions and efforts for program management office.
Qualifications
- Bachelor’s degree or master’s Degree in business, management, finance, or a related discipline.
- 4 years of relevant experience may be substituted for required bachelor’s degree.
- Active Secret Clearance required and ability to obtain CAC.
- 5+ years’ experience supporting complex government and preferably US Army systems acquisitions preferred.
- Working knowledge of Federal Acquisition Regulation.
- Excellent proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
- Ability to communicate clearly with a variety of stakeholders at all levels of leadership.
- Ability to effectively research solutions to problems and challenges with contracting.
- A true team player who maintains a positive attitude in a dynamic environment.
