Contractor Quality Control Manager - DLA

Nemean Solutions, LLC · Columbus, OH · 1 mo ago
Quality AssuranceFull-time
We need to output HTML fragment with sections: About the role? The description includes "Job Overview" and "Essential Duties & Responsibilities", "Competencies", "Requirements", "Preferred Skills", "Security Requirement", "What Nemean Solutions, LLC Offers". Also "Support Hours". Need to map to headings: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. Use

for each section heading. Only include sections with real specific content. No Pay or Schedule unless present. Support Hours is schedule info: "Support Hours: Applicant shall be available during core work hours as established the Government customer." That's schedule info, so we can include Schedule section with that content. Benefits: "What Nemean Solutions, LLC Offers" includes medical, dental, vision, PTO, sick leave, 401k with match, etc. So Benefits section. Qualifications: maybe combine Requirements and Preferred Skills? The spec says we can have Requirements and Qualifications separate. We have Requirements (minimum) and Preferred Skills (preferred). Could map Requirements to Requirements section, Preferred Skills to Qualifications or Skills? Actually they have Skills section. We could put Required skills under Requirements, Preferred under Skills, and maybe Qualifications not needed. But we need to follow spec: Use headings for About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. We can omit Qualifications if no specific content besides maybe "Preferred Skills" could be Qualifications. But we have Preferred Skills which could go under Qualifications. However they also have Competencies list. Could treat Competencies as Skills? Might be better to map: About the role = Job Overview. Responsibilities = Essential Duties & Responsibilities. Requirements = Minimum Requirements/Education. Qualifications = Preferred Skills (or maybe Competencies). Skills = Competencies? But they'd overlap. Let's think: The posting includes "Competencies" list of specific abilities. That could be Skills section. The "Preferred Skills" list could be Qualifications. The "Minimum Requirements/Education" is Requirements. So we can have: - About the role (Job Overview) - Responsibilities (Essential Duties & Responsibilities) - Requirements (Minimum Requirements/Education) - Qualifications (Preferred Skills) - Skills (Competencies) - Benefits (What Nemean Solutions, LLC Offers) - Schedule (Support Hours) No Pay section. We must not repeat job title as heading. No metadata like Job ID. We must preserve all substantive information. Need to include details exactly as given, but we can format as

or

  • . For lists, use
    • . For prose, use

. We need to remove boilerplate: EEO statements, etc. Remove the EEO paragraph, V3, etc. Also remove "Nemean Solutions is proud to be a Veteran friendly employer..." etc. Also remove "Equal Opportunity for VEVRAA Protected Veterans." etc. Also remove "We are a Virginia Values Veterans (V3) Certified Employer..." etc. Also remove "Nemean Solutions, LLC will not discriminate..." etc. Also remove "Description Nemean Solutions, headquartered..."? That's part of About the role? Actually the first paragraph is description of company. Could be part of About the role? The job overview is separate. The initial description may be considered About the role? It describes the company. We could include that in About the role section as prose. The Job Overview paragraph after that is also about role. We'll combine. We need to preserve all substantive information: company description, job overview, duties, responsibilities, competencies, requirements, preferred skills, security requirement, benefits, support hours. We must not include boilerplate like EEO, V3, etc. Let's extract sections: Company description: "Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors." Job Overview: "The Contractor Quality Control Manager develops, implements, and administers the Quality Control Program and Quality Control Plan for facility operations and maintenance at Defense Supply Center Columbus. The position independently monitors contract performance, identifies and documents deficiencies, verifies corrective actions, analyzes performance data, and ensures services and records meet PWS, QASP, technical, and customer requirements." Support Hours: "Support Hours: Applicant shall be available during core work hours as established the Government customer." Essential Duties & Responsibilities: list of items (each sentence). We'll make

      • each. Competencies: list bullet points. Requirements: "Minimum Requirements/Education:" then list items (each sentence). We'll make
        • . Preferred Skills: list items. Security Requirement: "Must satisfy installation access and background-screening requirements and obtain and maintain DBIDS credentials and a Common Access Card (CAC), as applicable." Benefits: "Medical, Dental, and Vision insurance plans, Paid Time Off, sick leave, 401k Retirement Savings plan with company match, and more." We should also maybe include "and more." Keep as is. Now produce HTML:

          About the role

Nemean Solutions, headquartered in Sierra Vista, AZ, is a certified SBA 8(a) Native Hawaiian Organization (NHO) and veteran-operated company providing advanced Military Intelligence, Enterprise and Cloud IT services, Cybersecurity, Special Operations Forces (SOF) Exercise and Training, and niche Program Support and Professional Services to Federal and State Agencies supporting the US Government Defense, Intelligence and Aerospace sectors. The Contractor Quality Control Manager develops, implements, and administers the Quality Control Program and Quality Control Plan for facility operations and maintenance at Defense Supply Center Columbus. The position independently monitors contract performance, identifies and documents deficiencies, verifies corrective actions, analyzes performance data, and ensures services and records meet PWS, QASP, technical, and customer requirements.

          • Perform and document inspections and tests of facility services, equipment, systems, preventive maintenance, demand maintenance, project work, service calls, and supporting records.
          • Identify, document, and communicate deficiencies before failure or adverse mission impact and initiate corrective or preventive action.
          • Maintain complete QC files for all inspections, tests, findings, corrective actions, and verification activities and make records available for Government review.
          • Prepare monthly Quality Control Reports and provide accurate QC information for the monthly status report and other required deliverables.
          • Monitor PWS and QASP performance metrics, acceptable performance levels, timeliness, rework, customer or tenant feedback, and recurring trends.
          • Review EBS entries, service-request logs, preventive-maintenance schedules, work-order documentation, BAS data, operating data, reports, and other performance records for completeness and accuracy.
          • Develop and implement data-collection and analysis methods to improve operations, resource consumption, environmental performance, service quality, and tenant satisfaction.
          • Conduct root-cause analysis and recommend progressively responsive quality-control measures based on the severity and recurrence of deficiencies.
          • Coordinate Government surveillance, third-party inspections, document reviews, and physical inspections and respond promptly to findings or required improvements.
          • Verify that completed work meets contract requirements and workmanship standards before closeout and identify rework when results are unacceptable.
          • Brief the Project Manager, Site Maintenance Manager, employees, subcontractors, and Government representatives on quality performance, trends, risks, and corrective actions.
          • Protect and transfer Government-owned QC records at contract completion or termination as required.

          Requirements

          • Documented experience performing quality control, inspection, compliance, or performance-management duties on a facility operations and maintenance, construction, industrial, or comparable service contract.
          • Demonstrated ability to develop or administer a Quality Control Plan and perform documented inspections, testing oversight, deficiency tracking, and corrective-action verification.
          • Ability to interpret performance work statements, quality assurance surveillance plans, technical requirements, work orders, maintenance schedules, and performance metrics.
          • Proficiency with Microsoft Word and Excel and computerized maintenance, work-order, or records-management systems.
          • Strong analytical, organizational, technical-writing, and communication skills.
          • Ability to complete required site, security, safety, and annual refresher training.

          Qualifications

          • Experience supporting quality control on a federal or DoD facility operations and maintenance contract.
          • Experience with EBS Plant Maintenance, SAP, or a comparable enterprise CMMS.
          • Relevant quality credential such as Certified Manager of Quality/Organizational Excellence, Certified Quality Auditor, or comparable certification.
          • Working knowledge of electrical, HVAC, BAS, plumbing, and general facility-maintenance practices.

          Skills

          • Quality Control Program and Plan administration.
          • Facility O&M inspection and compliance monitoring.
          • PWS, QASP, and performance-metric interpretation.
          • Root-cause analysis and corrective action.
          • EBS/work-order and records auditing.
          • Data analysis, reporting, and trend identification.
          • Independent judgment and stakeholder communication.

          Benefits

Medical, Dental, and Vision insurance plans, Paid Time Off, sick leave, 401k Retirement Savings plan with company match, and more.

          Schedule

Support Hours: Applicant shall be available during core work hours as established the Government customer.

          Security Requirement

Must satisfy installation access and background-screening requirements and obtain and maintain DBIDS credentials and a Common Access Card (CAC), as applicable.

But spec only lists headings: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. It didn't list Security Requirement. Should we include it? The instruction: "include a section ONLY when the posting has real, specific content for it — never emit a heading followed by filler/placeholder text". It didn't forbid adding other headings beyond those listed? It says use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule). The "e.g." suggests those are examples, but likely they expect only those headings. However they say "Prefer a few substantive sections over many thin ones." Might be okay to include Security Requirement as its own section? But they didn't list it as example; maybe they want us to fold minor metadata into a short

or drop it. Security Requirement is not minor metadata; it's a requirement. Could be placed under Requirements or Qualifications. Since it's about security clearance, could be part of Requirements. Better to incorporate into Requirements section as an extra bullet. That way we avoid extra heading not in list. Similarly, we could incorporate Support Hours into Schedule section (which is allowed). Benefits is allowed. Thus we should not have Security Requirement heading; instead add a bullet under Requirements: "Must satisfy installation access and background-screening requirements and obtain and maintain DBIDS credentials and a Common Access Card (CAC), as applicable." Now we have sections: About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Schedule. No Pay. Now ensure we didn't include any boilerplate. Remove EEO etc. Check
