Port Corpus Christi Authority (PCCA) is seeking a dynamic professional to support the Engineering department in preparing, reviewing, and coordinating project and contract documents during design, solicitation, and construction phases of capital and maintenance programs.

Responsibilities

  • Coordinates, develops, reviews, and monitors contract documents including solicitations, contract amendments, and change order documentation for execution; manages documentation flow through project development phases and finalization of project close-out.
  • Works with the Port’s Compliance and Assurance Department to ensure conformity with PCCA policies and departmental standards and procedures.
  • Assists with processing bid documents, addenda, and other related contract items.
  • Assists project engineers and project managers in the preparation and processing of contract amendments, addendums, change orders, and other project-related documents and correspondence.
  • Maintains and monitors documents and files for project metrics, bids/proposals, quotes, and contracts, including relevant data on due dates, expirations, extensions, contractual milestones, and/or change orders.
  • Maintains organized project files, records, correspondence, approvals, certifications, and documentation.
  • Assists in the development and coordination of Request for Qualifications (RFQ), Request for Proposals (RFP), and Competitive Sealed Proposals (CSP).
  • Assists in the development, revision, and implementation of administrative systems and procedures.
  • Prepares reports, correspondence, summaries, contract status updates, and other documentation as needed.
  • Provides administrative support, including initiating, preparing, and proofreading memos, letters, reports, and other documents.
  • Prepares and monitors the Department’s Master Service Agreements, Service Orders, and Professional Service Contracts.
  • Coordinates, organizes, and assists project engineers and managers with closing out project files.
  • Supports other Engineering Administrative staff to meet deadlines and covers administrative duties as needed.
  • Adheres to Port policy and maintains good employee relations.
  • Performs related duties as assigned and works as necessary to complete tasks and fulfill position objectives.

Requirements

  • Minimum two years of formal education or equivalent in Business Administration, Business Management, or Public Administration from an accredited college or university.
  • Minimum of three years of experience working in an engineering or construction organization preparing and processing specifications and contract documents.
  • Experience in public-sector procurement requirements, capital improvement programs, infrastructure projects, or construction contracts.
  • Familiarity with construction terminology, engineering specifications, contract documents, and/or project delivery methods.
  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during employment.
  • Valid driver’s license.
  • Ability to prioritize multiple simultaneous deadlines.
  • Proficiency in MS Office (Word, Excel, PowerPoint, Outlook, and related applications).

  • Proficient in basic administrative skills and reviewing/editing technical documents for diverse engineering and construction projects.
  • Demonstrates proficiency in the English language and advanced administrative skills.
  • Ability to understand and apply a wide diversity of contractual issues, including bonding, insurance, liability, and taxes.
  • Ability to handle a full workload in a deadline-driven environment.
  • Ability to understand, interpret, and apply PCCA policies, state/federal laws, and promote SEAPORT values.
  • Maintains good employee relations and fosters a teamwork environment.

Physical Requirements

  • Frequent standing, walking, sitting, speaking or hearing, typing, and occasional reaching, stooping, kneeling, lifting, and/or moving up to 20 pounds (with or without reasonable accommodation).
  • Ability to work in a general office environment and on work sites with exposure to adverse weather conditions, fumes, air particulates, high precarious places, risk of electrical shock, moving mechanical parts, moderate noise levels, and working at heights.
  • Ability to wear personal protective equipment, including hard hat, steel-toed footwear, eye, and hearing protection when performing work functions.
  • Ability to communicate verbally, in writing, and over devices such as phones and mobile phones.
