About Our Team

Our Data Services court operations team supports public record data and document acquisition, verification, and related services. The team works with internal stakeholders, service providers, and government entities to maintain reliable service delivery, address court access issues, and improve collection processes and documentation.

About The Role

As a Contract Specialist, you will identify and engage contract workers, independent contractors, and small businesses that provide public record data and document acquisition, verification, and related services. You will negotiate terms, support procurement strategies, manage contracts and ongoing provider relationships, and serve as a subject matter expert on court systems, processes, and procedures.

Responsibilities

  • Develop and execute strategies to establish and sustain a service-provider network for public record data and document acquisition, verification, and related services.
  • Identify and implement cost-containment and cost-reduction strategies.
  • Manage procurement processes for contract workers, independent contractors, and small businesses, including RFIs, RFPs, RFBs, bid vetting, negotiations, evaluation against vendor-selection criteria, bid approval, and contract award in accordance with established department guidelines.
  • Draft, administer, and manage contracts, ensuring service-level agreements are met.
  • Serve as the ongoing point of contact for communications between internal stakeholders and service providers.
  • Monitor service-provider performance against service-level agreements, including service volume, quality, and timeliness, and address non-compliance.
  • Manage contract renewal, renegotiation, recertification, cancellation, and breach-of-contract processes in accordance with established department guidelines.
  • Act as a subject matter expert on court systems, processes, and procedures, and build and maintain relationships with government entities.
  • Resolve court-access issues that inhibit public record collection.
  • Identify procedural and system process improvements.
  • Compile and maintain state-, county-, and court-specific collection information using established best-practice documentation templates and protocols.
  • Build strong cross-functional relationships and collaborate effectively across departments and business units.
  • Perform other related duties as assigned.
  • Travel up to 5%.

Requirements

  • Bachelor's degree or equivalent related work experience.
  • Three to five years of experience in a related role, such as vendor management, vendor relationship management, strategic sourcing, or supply chain, is strongly preferred.
  • Understanding of negotiation theory and sourcing concepts, strategies, and practices.
  • Strong business and financial acumen, including experience structuring deals, drafting agreements, mitigating risk, and negotiating.
  • Strong coordination, attention to detail, problem-solving, and planning skills.
  • High degree of business ethics, accountability, professionalism, and confidentiality.
  • Excellent written and verbal communication, presentation, judgment, analytical, customer service, interpersonal, group, and project and task management skills.
  • Ability to work independently, manage multiple priorities, and operate effectively in a fast-paced environment.
  • Adaptability, willingness to learn new enterprise applications quickly, and ability to support change.
  • Proficiency with Microsoft Office, including Word, Excel, Outlook, and PowerPoint.
  • Collaborative team approach and ability to serve as a positive role model and catalyst for change.

Pay

U.S. National Base Pay Range: $53,900 - $89,800. Geographic differentials may apply in some locations to better reflect local market rates. This job is eligible for an annual incentive bonus.
