Contract Specialist
About the role
The Anoka County Transportation Division aims to enhance and protect life by delivering safe, efficient, and sustainable transportation solutions. They are currently seeking a Contract Specialist to manage contract administration and oversight for various projects.
Responsibilities
- Support highway construction and improvement projects through contract management, including compiling, reviewing, updating, and maintaining solicitations and contracts.
- Maintain compliance with prevailing wage requirements and submit reports to relevant agencies.
- Monitor and track project budgets, ensuring accuracy and adherence to budget constraints.
- Manage joint powers agreements and consultant invoices, ensuring timely and accurate processing.
- Provide guidance and assistance on bid processes, contract procedures, and negotiation strategies.
- Facilitate negotiations with suppliers and subcontractors, and track contract, grant, and agreement workflows.
- Coordinate and process change orders and supplemental agreements, and provide leadership, coaching, or mentoring to assigned staff.
Requirements
- A bachelor’s degree and at least 2 years of job-related experience, or an equivalent combination of education and experience.
- Knowledge of contract documents and legal specifications, State and Federal Aid payments, and strong communication and problem-solving skills.
- Ability to analyze and interpret financial data and prepare financial reports.
Qualifications
- Pass a driver’s license background check.

Pay & Benefits
Anoka County Salary Schedule Grade 34: $74,214 to $103,896 annually ($35.68 to $49.95 per hour).
- 24 days of paid flexible time off and up to 12.5 paid holidays.
Work Location
This position will work at the Anoka County Highway building located at 1440 Bunker Lake Blvd NW, Andover MN 55304. This position is primarily in the office, with the ability to work remotely one day a week after completion of probation. Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
Physical Demands and Work Conditions
- Standard office environment.
- Vision abilities required for close vision, distance vision, and focus adjustment.
- Hearing abilities required for general and phone communication, signals, and machine sounds.
- Sedentary work with occasional lifting of 10-20 lbs.
- Frequent wrist and finger manipulation for computer work.
