About the role

The Contract Manager serves as the primary liaison between the contractor and the Government, holding full authority to act on all daily operational matters related to the contract. Key responsibilities include overseeing the performance of all contract work, directing the contractor workforce, serving as the primary point of contact for the Contracting Officer (CO) and the Contracting Officer's Representative (COR), managing employee onboarding, and day-to-day supervision of staff team performance.

Responsibilities

  • Oversee the performance of all contract work and direct the contractor workforce.
  • Serve as the primary point of contact for the Contracting Officer (CO) and the Contracting Officer's Representative (COR).
  • Be available within 30 minutes during normal duty hours, and within 2 hours after normal duty hours, to resolve problem areas.
  • Ensure quality control and prepare/sign performance evaluation meeting minutes.
  • Manage employee onboarding, ensuring completion of conflict of interest forms, non-disclosure agreements, and facility safety courses.
  • Day-to-day supervision of staff team performance.

Requirements

  • BS/BA in relevant fields
  • More than 5 years program management experience supporting a science-oriented organization
  • Prior proven track record of supervising more than 10 staff
  • Previous working experience in a similar environment
  • PMP preferred
  • Preferred: Previous experience at NOAA, NASA, NSF, or an agency with strong science missions
  • Graduate degree in a relevant field

Qualifications

  • All positions must possess the following general skills and characteristics:
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, and Project), Google Workspace (Mail, Docs, Sheets, Slides)
  • A highly motivated, energetic, and professional demeanor, with the ability to interface with senior, influential, international officials.
  • Strong foundation in ethical behavior, sound business judgment, and thorough research capabilities.
