Description Duties

The Contract Management Specialist 1 duties in the Bureau of Fiscal Management (BFM) will include but are not limited to the following:

  • Review, tracking and processing of contract related transactions including new, renewal and amendment transactions
  • Receive, review and process contract related vouchers for programs
  • Receive and conduct level 1 review of vouchers for programs using a centralized voucher process
  • Communicate with program staff regarding the need for documentation and clarifications required to approve vouchers
  • Process miscellaneous service contracts and associated payments
  • Report on transaction statistics monthly
  • Communicate with CAU Unit Manager(s) regarding transaction and funding issues
  • Work with appropriate Fiscal staff to identify and request funding for contracts
  • Work with control agency staff to address issues
  • Process all transactions in SFS
  • Perform other duties as assigned

Competitive Minimum Qualifications

CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list. Transfer Qualifications One year of permanent, contingent permanent, or 55-B/C service in a title SG-11 or higher and otherwise eligible for transfer under Civil Service Law. NY HELPS: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination.

Minimum Qualifications For Non-Competitive Appointment Are Contract Management Specialist Trainee 1: Four years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Contract Management Specialist Trainee 2: Five years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Contract Management Specialist 1: Six years of experience managing contracts and related budgets including one or more of the following areas: negotiation with contractors and vendors; fiscal management, including bidding, payment, analysis, and fiscal reporting; contract development, including developing requests for proposals; contract execution, including securing signatory approval from control agencies; monitoring and review of contract terms.

Substitution: An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.
