About the role

The Contract Management Specialist 1 / Trainee 1 / Trainee 2 position within the New York Department of Transportation (NY DOT) focuses on managing various contracts and related budgets. Key responsibilities include preparing SLAs, MOUs, and maintenance agreements, administering reimbursement programs, and supervising local municipalities.

Responsibilities

  • Prepare State-Local Agreements (SLA’s) for Local projects
  • Prepare Memo Of Understandings (MOU’s) for Local projects with State Agencies
  • Prepare agreements for Betterments & Reverse Betterments
  • Prepare Maintenance Agreements for NYS Capital projects
  • Administer the CHIPs, EWR, PAVE NY, STR & POP paving reimbursement programs
  • Administer the Local Highway Inventory – LHI
  • Administer State funded programs such as Multi-Modal, Senate 122, Marchiselli, etc.
  • Process, track, and authorize reimbursements for Local projects
  • Work with Local Program Liaisons to setup and process Local projects
  • Work with the Program Management group to process reimbursements
  • Assist Local Municipalities with submitting for damage reimbursements to FEMA/FHWA
  • Participate in the Regional ICS organization
  • Supervise staff and prepare annual reviews
  • Attend mandatory and recommended trainings

Minimum Qualifications

To be considered for appointment through NY HELPS, candidates must meet the open competitive minimum qualifications for this position. The qualifications vary based on the level of the position:

  • Trainee 1: Four years of experience managing contracts and related budgets, including negotiation with contractors and vendors, fiscal management, contract development, contract execution, and monitoring and review of contract terms.
  • Trainee 2: Five years of experience managing contracts and related budgets, including negotiation with contractors and vendors, fiscal management, contract development, contract execution, and monitoring and review of contract terms.
  • 1: Six years of experience managing contracts and related budgets, including negotiation with contractors and vendors, fiscal management, contract development, contract execution, and monitoring and review of contract terms.

Additional Comments

Applicants must be currently authorized to work in the United States on a full-time basis. Candidates must inform the agency of any additional qualifications at their interview. At a future date, employees hired under NY HELPS may have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.

Qualifications

  • An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Salary Range

The salary range listed reflects the full range for this graded position. For new State employees appointed into graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
