Contract and Compliance Specialist
Position Summary
This is a challenging, professional, exempt position responsible for complex administrative work requiring regulatory compliance, relationship management, contract management and analytical skills. The position is within SLHA's Asset Management Department and carries out projects or assignments involving the performance of specialized duties related to the oversight of third-party property management agents (PMAs).
About the Role
The position monitors PMA performance to ensure compliance with asset management principles and HUD requirements and regulations. This position analyzes data, prepares reports and coordinates activities with PMAs including openings of SLHA's Site-Based waiting lists. This position also assists with coordinating Public Safety activities with the St. Louis Metropolitan Police Department.
Responsibilities
- Ability to review data and prepare analytical, statistical, and demographic reports.
- Utilize available computer equipment, software data systems to monitor performance trends, ensure regulatory compliance and generate appropriate work products.
- Prepare memoranda, letters, correspondence and reports.
- Cook up monthly meetings with PMAs.
- Monitor property performance data including, but not limited to, occupancy, vacancy, unit turn-around and recertifications.
- Work with PMAs to ensure timely leasing of all available units and completion of annual recertifications.
- Coordinate the opening and closing of site-based waiting lists with PMAs and SLHA Property Management.
- Provide training and technical assistance related to SLHA's Public Housing Application process and online portal (Rent Café).
- Track crime and crime related problems in SLHA developments through a variety of measures including but not limited to Lease Violations (and enforcement) related to criminal activity, Crime Reduction Strategies, Incident Reports and other information reported by PMAs.
- Monitor budget and performance for the Housing Authority Police contract; review actions and make recommendations with scope of the contract.
- Conduct on-site management reviews and inspections to evaluate financial management, leasing and occupancy, resident management relations, property maintenance, security measures and all other property management practices. Provide advisory assistance in developing solutions to complex property management problems.
- Perform audits of PMAs electronic and physical files to ensure compliance with HUD regulations and SLHA requirements.
- Conduct annual monitoring visits, document visits and issue compliance letters to PMAs if deficiencies are identified.
- Assist in the development of the Agency's Annual Plan by preparing reports and drafting documents.
- Oversee SLHA's Trespass and Ban Policy: Review and Process Trespass and Ban Requests Maintain and monitor the Trespass and Ban List Provide training (at least annually) to PMAs on SLHA's Trespass and Ban Policy.
Requirements
- Education: Bachelor's Degree.
- Experience: Three (3) years of related experience.
Qualifications
- Knowledge of public housing and/or contract management preferred.
- Must be a self-starter and solutions driven.
Skills
- Considerable knowledge of principles, practices, techniques and industry standards relating to Property Management, Affordable Housing, Low-Income Housing Tax Credit (LIHTC) Compliance or other HUD-assisted Housing.
- Strong analytical skills and the ability to compile information to prepare narrative, operational and/or statistical reports.
- Knowledge of performing property inspections, identifying deficiencies and recommending improvements in accordance with HUD standards (NSPIRE, REAC, USPC, etc.).
- Skill in conducting on-site management reviews and inspections to evaluate financial management, leasing and occupancy, resident management relations, property maintenance, security measures and all other property management practices.
- Ability to work effectively and independently on multiple assignments, prioritizing appropriately and meeting deadlines.
- Skill in oral and written communication.
- Ability to establish and maintain effective working relationships with co-workers and persons outside of the Authority.
- Ability to identify and resolve problems in a timely manner and develop alternative solutions.
- Ability to deal effectively with situations that require tact and diplomacy, yet firmness.
- General knowledge of law enforcement practices and procedures.
- Must have and maintain a valid driver's license and be insurable under the Authority's automobile insurance.
