Contract Administration Mgr II

About the role

Procurement and Contracting Services is seeking a Contract Administration Manager II to join the Contract Management Support (CMS) team. The position provides senior‑level contract management and oversight, developing policies, procedures, tools, and templates, monitoring key success indicators, and supporting essential contract activities across HHSC and DSHS. The role collaborates with stakeholders from front‑line contracting staff to division leaders and works with the System of Contract Operation and Reporting (SCOR) team on contract monitoring initiatives.

Responsibilities

• Lead contract management projects and initiatives to strengthen agency‑wide practices by developing policies, procedures, tools, and templates, and monitoring key success indicators (20%).
• Participate in analysis of contract management issues and prepare reports of findings and recommendations (15%).
• Create, manage, and update templates, forms, operating procedures, desk aids, and other documentation related to contract management and monitoring (10%).
• Provide expertise, assistance, and support for contract managers on questions related to contract management and monitoring processes, tools, and requirements (10%).
• Research and document best practices to create an online knowledge bank and Frequently Asked Questions for employees (5%).
• Serve as a liaison between support programs regarding contract management and monitoring to assist with troubleshooting, escalation of contract issues, and adverse actions (10%).
• Consult with program areas on implementing recommendations from audit findings related to contract management and monitoring practices (5%).
• Coordinate relevant statutory, legislative, and agency changes and disseminate information promptly (5%).
• Participate in HHS system procurement and contracting workgroups and steering committees as assigned (5%).
• Work with a team of procurement and contracting professionals to initiate, manage, and perform contract management and monitoring activities, ensuring compliance with agency policies and applicable laws (5%).
• Assist with other issues raised by the PCS Director of Contract Management Services (5%).
• Perform related work, including supporting disaster response, recovery, or Continuity of Operations (COOP) activation (5%).

Requirements

• Minimum of 6 years combined experience in contract management, contract‑related roles, and/or project management.
• Four‑year degree from an accredited college or university (experience and education may be substituted for one another).
• Certification as a Certified Texas Contract Manager (CTCM) within one year of employment.
• Experience working with Health and Human Services programs preferred.

Qualifications

• Knowledge: State procurement and contract laws, including the State of Texas Procurement and Contract Guide; HHSC programs.
• Skills: Developing procedures, templates, and processes; preparing reports, manuals, and technical information; composing clear and concise reports and correspondence.
• Abilities: Report to assigned work location; interpret statutes, state, and federal rules and regulations; analyze information and data; develop solutions to problems; communicate effectively both orally and in writing; report to the PCS Office or other assigned location as directed.

Pay

Salary range: $7,716.66 – $9,333.33 per month (pay frequency: monthly).

Schedule

Full‑time, Day shift (first shift). Position may be eligible for telework subject to agency policies and supervisor discretion.
