Responsibilities
- Monitor cleared and un-cleared workers during designated phases of construction.
- Inspect material, equipment and furnishings designated for use within Secure Areas of a construction site utilizing x-ray machines, metal detectors, visual or other approved methods.
- Read and analyze designs and blueprints and recognize the architect’s intended use.
- Test CST candidates for this qualification and provide proof of expertise before commencement of work.
- Avoid specialized training and studying FBI policy, which will be included on the Training Roster, as referenced under paragraph 3, Contract Deliverables, of this Statement of Work.
- Maintain detailed daily logs during their shift; logs are to be submitted to their supervisor who will review them for accuracy and present them to the SSM.
- Utilize varied means of inspection to include, but not limited to, metal detectors, x-ray machines, On-Linear Junction Detectors, and visual/physical examination of materials for clandestine technical devices.
- Edit / review logs, complex reports, and plans.
- Attend senior level meetings representing this discipline of security.
- Review intelligence / security reports and brief subordinates.
- Adapt surveillance techniques based on intelligence or best practices.
- Supervise CST Grade 4 personnel as warranted by the task or PMP.
Qualifications
- Experience commensurate with the grade in at least one of the following areas of expertise: Construction security surveillance. Technical surveillance countermeasures. Industrial or government security involving counterintelligence. Construction quality assurance.
- Knowledgeable of the principles of all construction disciplines, including Civil, Architectural, Mechanical, Electrical, and Electronic Engineering.
- Knowledgeable of technical surveillance countermeasures, construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.
- Capable of effective communication in English, as well as writing detailed reports, analyses of problems, findings, and security situations requiring staff actions.
- Capable of independent decision-making, possessing a high degree of individual initiative.
