About the Role

Under the general direction of the Chief of Safety and Security, the Senior Transportation Engineer (Construction Safety and Security Program Manager) is responsible for independently performing the full range of professional journey-level engineering work in construction functions related to the transportation project safety planning and operations. The Construction Safety and Security Program (CSSP) Manager works within the High-Speed Rail Authority (Authority) and externally with industry, federal, state, and local agencies to develop and manage the Authority’s safety program to ensure safe and efficient work zones for delivering the high-speed rail (HSR) system.

The CSSP Manager provides high-level guidance, oversight, and technical expertise regarding transportation project construction safety and security matters, including safety program planning, security coordination, emergency preparedness, safety inspections, incident investigations, regulatory compliance, and consultation throughout the state. The incumbent is responsible for understanding the Authority’s safety policies, contract provisions for capital contracts, and the California Department of Industrial Relations (DIR) standards and procedures, California Occupational Safety and Health Administration (Cal/OSHA) standards and procedures, and California Code of Regulations, Title 8 (CCR Title 8).

The incumbent defines and reinforces a culture of safety on the Authority’s construction sites and makes recommendations for continuous improvement in conjunction with the Authority, its consultants, and contracted entities.

Part-time telework is available for this position for California residents based on the requirements of the position and may be discussed during the interview process. Hiring interviews may be available virtually, using teleconferencing or video conferencing options.

Responsibilities

• Oversee safety and security programs for large transportation, rail, infrastructure, or construction projects.
• Develop and manage the Authority’s safety program to ensure safe and efficient work zones.
• Provide high-level guidance, oversight, and technical expertise on construction safety and security matters, including:
  • Safety program planning
  • Security coordination
  • Emergency preparedness
  • Safety inspections
  • Incident investigations
  • Regulatory compliance
  • Consultation throughout the state
• Understand and apply Authority’s safety policies, contract provisions, DIR standards, Cal/OSHA standards, and CCR Title 8.
• Define and reinforce a culture of safety on construction sites.
• Make recommendations for continuous improvement in safety practices.
• Prepare executive-level reports, performance metrics, and risk-based recommendations.
• Identify, assess, and mitigate safety risks through engineering analysis, field inspections, and corrective actions.
• Implement or oversee construction safety programs, risk management initiatives, safety policies, and procedures.
• Conduct inspections and investigations to ensure compliance with applicable laws and regulations.
• Provide technical oversight of state staff, vendors, and contractors in safety and security matters.
• Prepare correspondence with recommendations for effective courses of action.

Desirable Skills

• Experience overseeing safety and security programs on large transportation, rail, infrastructure, or construction projects.
• Knowledge of FRA regulations, guidance, and management principles.
• Experience developing executive-level reports, performance metrics, and risk-based recommendations.
• Working knowledge of contract provisions for capital contracts, DIR standards and procedures, Cal/OSHA standards and procedures, and CCR Title 8.
• Strong written and oral communication skills.
• Ability to exercise a high degree of initiative, flexibility, judgment, and confidentiality.
• Ability to provide technical oversight of state staff, vendors, and contractors in safety and security for a transportation or rail program.
• Ability to operate independently but with the judgment to seek assistance when needed.
• Dependable, punctual, with excellent attendance.
• Knowledge of the Authority’s organization, operations, and relevant policy issues.
• Experience identifying, assessing, and mitigating safety risks on transportation or railroad infrastructure projects.
• Experience implementing or overseeing construction safety programs, risk management initiatives, and safety policies.
• Experience conducting inspections and investigations to ensure compliance with laws and regulations.
• Exercise good judgment and maintain calm professionalism in all situations.

Location

The High-Speed Rail Authority headquarters building is located in downtown Sacramento on the corner of 8th and L Street. We are located one block away from the 8th and Capitol light rail stop, as well as the 7th and Capitol light rail stop. The building is also within walking distance of DOCO, the California State Capitol Park, a farmer’s market during summer months, and Old Sacramento.
