Basic Purpose

Positions in this job family are assigned responsibilities for planning, coordinating, and directing overall activities related to the construction, renovation, maintenance and repair of state-owned or state leased buildings, facilities, grounds, and equipment.

Typical Functions

  • Counsults with supervisors and other personnel to determine requirements for maintenance, construction, or renovation projects.
  • Determines costs for labor and materials and inspects work in progress and upon completion for code compliance.
  • Serves as supervisor or oversees contracted staff; develops and implements budget; develops and implements policy and procedures; ensures compliance with laws, rules, and regulations; prepares routine and special reports.
  • Prepares cost estimates on future capital improvement projects; reviews plans and construction documents.
  • Plans, supervises, and directs the movement and operation throughout the state of heavy construction equipment.
  • Schedules work crews; reports or confirms time and attendance of crews.

Knowledge, Skills, Abilities, And Competencies

  • Knowledge of supervisory principles and practices;
  • Knowledge of the building trades;
  • Knowledge of the construction, maintenance, and repair of buildings, grounds, or utility systems, such as heating or steam generating, refrigeration, sewage, water treatment or electrical power generating and distribution;
  • Knowledge of building codes.
  • Ability to supervise skilled workers;
  • Ability to analyze maintenance needs;
  • Ability to set priorities for crews of workers;
  • Ability to communicate effectively, both orally and in writing;
  • Ability to establish and maintain effective working relationships with others.

Education And Experience

  • Five years of experience in skilled building trade or maintenance work involving the construction, maintenance, alteration and/or repair of buildings, grounds and utilities, including two years of supervising employees, inmates, or contractors in one of the fields listed above;
  • An equivalent combination of education and experience, substituting one year of college or technical school training in the building or construction trades for each year of the required non-supervisory experience.

Special Requirements

  • Willingness and ability to perform all job-related travel normally associated with the position.
  • Some positions may require possession of a valid Oklahoma driver’s license.
  • Some agencies may require the employee to participate in and execution of emergency management preparedness contingencies.
