About The Division

The Revenue Estimating Division helps carry out the constitutional duties of the Comptroller's office related to the budget and revenue estimates. The division is the agency's source for economic data and forecasts. Its responsibilities include producing the Biennial Revenue Estimate, which provides the basis for the state budget written by Texas lawmakers and the subsequent Certification Revenue Estimate.

Work Hours

Monday through Friday, 40 hours a week with occasional evening, weekend hours and holidays. Hours may change based on business need.

Minimum Qualifications

• Graduation from an accredited four-year college or university with a Bachelor's degree in Accounting, Business Administration, Finance or related field.
• Seven years of experience with the State of Texas budget process and the State of Texas accounting and reporting.
• Seven years of experience with the Texas legislative process.
• Five years of experience reviewing Texas legislation in order to determine its financial impact.

Preferred Qualifications

• Five years of experience with the Uniform Statewide Accounting System (USAS) setting up and changing profiles, financial inquiry and error correction.

Substitution

One additional year of experience in the State of Texas budget process and the State of Texas accounting and financial reporting may substitute for thirty semester hours of educational requirement with a maximum substitution of 120 semester hours (four years).

Responsibilities

• Serve as a lead analyst for the economic forecasting, monitor the state's economic conditions and produce state economic forecast as directed by the Chief Revenue Estimator.
• Develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency, accuracy, and quality.
• Develop and manage predictive modeling algorithms to mine large data sets of economic and financial data in order to produce economic forecasts by using data modeling, predictive models, and custom analysis.
• Research and apply knowledge of existing and emerging data science principles, theories, and techniques to inform business decisions; and research analytics products to develop new or improved predictive modeling products.
• Conduct statistical, economic, and fiscal analyses, and provide support and training to division staff in these activities.
• Serve as the primary revenue analyst for motor fuel taxes and fees.
• Serve as the higher education fund team member for the Biennial Revenue Estimate.
• Analyze legislation and fiscal notes, validate the accuracy of the performed analysis and detail statewide fiscal impact to ensure accurate allocation of state funds.
• Perform other duties as assigned.
