Under the supervision of the Comprehensive Community Services (CCS) Program Manager, this position has supervisory responsibility for CCS. Work involves administrative responsibilities, supervision of CCS staff, and oversight of services to clients receiving comprehensive, person-centered, team-based, community treatment for mental illness, substance abuse, or co-occurring disorders.
Responsibilities
- Lead the development of treatment plans, collaborate across systems to facilitate services for people and families with complex needs, and participate in an after-hours on-call rotation.
- Monitor program outcomes, lead efforts for continued program improvement, and ensure high-quality service for people and community partners.
- Oversee and maintain client case records, benefits, plans, and reports in accordance with DHS 36, Social Security, and Medicaid requirements.
- Support and promote the Vision, Mission, and Guiding Principles of the Human Services Department.
- Perform duties consistent with the HSD Leadership Charter, Professional Standards, and "Commitment to my Co-Workers."
Administrative and Clinical Supervision (65%)
- Provide administrative and clinical supervision for the Comprehensive Community Services team, serving as the Service Director per DHS 36 Administrative Code.
- Review cases in individual and group supervision, apply clinical assessment skills, and determine appropriate courses of action.
- Provide feedback and direction to staff regarding assessment, planning, and interventions, and monitor staff performance to facilitate professional development.
- Promote a client-centered, recovery-oriented philosophy by advocating for client rights and strength-based approaches.
- Oversee assessment and admission processes for assigned CCS clients.
- Develop, implement, and oversee program policies and procedures, ensuring compliance with all relevant administrative codes, laws, and statutes.
- Provide leadership in the implementation of evidence-based practices.
- Interview, select, train, supervise, discipline, and evaluate assigned staff according to HSD and Rock County procedures.
Collaboration (20%)
- Collaborate with internal and external partners to ensure coordinated care.
- Participate as a member of the Mental Health Supervisory team to ensure a quality continuum of services for clients.
- Develop and monitor contracts and agreements with partner agencies to maximize access to services and community collaboration.
- Represent the HSD in the community, including education and community liaison duties regarding mental health and AODA issues.
- Communicate and collaborate with staff and supervisors across HSD divisions to ensure coordinated efforts to serve clients.
- Participate in an after-hours on-call rotation as part of the Mental Health Supervisory team for the Rock County crisis intervention unit.
Direct Services (10%)
- Provide direct services/interventions to CCS clients as part of a treatment team.
- Facilitate meetings with CCS staff to advocate for client-related needs and provide clinical case direction and feedback.
- Fill in with providing direct services as needed.
Requirements
- Master’s degree or higher from an accredited college or university with a major in psychology, social work, counseling, or a related field.
- Wisconsin LPC, LCSW, or LMFT license preferred or must be willing to actively work toward obtaining in a timely manner.
- Two or more years of supervisory experience preferred.
- Five or more years of experience working with individuals with significant mental health/AODA problems preferred.
- Must possess and maintain a current unrestricted (not due to corrective lenses) driver’s license and auto insurance pursuant to Rock County Administrative Policy and Procedure Policy 5.02 and 5.27.
- Must complete 20-40 hours of training specific to CCS and DHS 36 within three months of hire date.
Skills
- Knowledge of assessment and treatment of persons across the lifespan with mental illness or substance abuse disorders, including co-occurring disorders.
- Ability to make sound assessments and form solid clinical plans based on assessment information.
- Ability to embrace and nurture a person-centered, trauma-informed, recovery-oriented framework and culture for service delivery.
- Knowledge of therapeutic and psychosocial rehabilitation interventions for children, youth, adults, and families with complex needs.
- Knowledge of laws, regulations, and practices pertaining to DHS 36, DHS 35, 48, 51, and 55.
- Knowledge of psychotropic medications, their effects, side effects, and abuse potential.
- Knowledge of community resources and how to effectively utilize them.
- Ability to plan and organize work effectively, maintain accurate records, and prepare clear and concise reports.
- Ability to establish and maintain effective working relationships with agency staff, community members, families, and collateral agencies.
- Cultural competency, including knowledge of diverse populations and how cultural values impact individuals, families, and the community.
- Ability to make assessments, provide or refer for appropriate treatment, and manage time and emotions in an environment of rapidly changing priorities.
- Ability to assess risk and develop safety plans, accept and apply feedback, and collect, organize, and utilize data for program improvement.
- Skills in clinical supervision and supportive management of staff.
Working Conditions
- Ability to stand, walk, and sit; physical movement occurs a majority of the day.

- Must be willing to transport consumers in a personal vehicle and be exposed to challenging and unpredictable environments.
- Participate in disaster evacuations and fire drills when circumstances warrant; maintain safety procedures.

- Ability to work non-traditional hours and be on call after hours.
- Valid driver’s license required to travel between various county buildings and attend meetings.

- Salary: Rock County uses a 14-step pay grid for all classifications. Employees are paid bi-weekly via direct deposit.
- Holidays: 12 observed holidays, including one floating holiday. Additional holidays may be designated by the County Board.
