Compliance Specialist 2
About the role
The Oregon Department of Human Services is seeking a Compliance Specialist 2 to join the Safety, Oversight and Quality Unit (SOQ). The mission of SOQ is to ensure the safety of aging adults and adults with disabilities served by the Oregon Department of Human Services through consistent, efficient, and effective oversight of service providers across the continuum of care. The unit is responsible for statewide licensing, regulatory, and corrective action functions for Adults and People with Disabilities (APD), including oversight of adult foster homes, assisted living facilities, residential care facilities, and nursing homes.
Responsibilities
- Investigate non-abuse complaints in community-based facility settings through interviews with providers, residents, staff, and others; observation; and record reviews to gather facts and determine compliance with Oregon Administrative Rules.
- Ensure provider compliance with Community Based Care rules, regulations, guidelines, and policies.
- Identify trends within facilities that indicate systemic deficiencies requiring remediation to ensure the safety, health, and independence of residents.
Minimum Qualifications
- A valid driver’s license and acceptable driving record are required.
- Four years of experience doing administrative research that included compiling and evaluating facts to recommend management action or decide compliance with program guidelines and regulations, with at least two of those years above the technical support level.
- College-level course work may substitute for experience on the basis of 45-quarter units per year, up to a maximum of three years.

- Excellent oral and written communication skills to complete work professionally with stakeholders and partners.
- Experience in extensive reading of materials and supporting documentation, as well as state and federal rules and laws.
- Ability to work under pressure to meet frequent deadlines and adjust to changing priorities.
- Experience working with individuals from diverse backgrounds and varying educational and professional levels to promote compliance with regulations and standards.
- Experience using trauma-informed practices responsive to adults and people with disabilities.
Working Conditions
- Training for 3–4 months in the APD office in Tigard, followed by placement in a Clackamas County APD office.
- Frequent standing, sitting, and movement throughout facilities.
- Lifting and carrying up to 20 lbs. daily.
- Frequent travel of variable distances and durations, including overnight travel to subject facilities, meetings, and trainings.
- Irregular work schedules with frequent changes; occasional work beyond scheduled hours, weekends, holidays, or in emergencies.
- Travel in poor road conditions and inclement weather may be required.
- Contact with hostile individuals; must maintain professional demeanor under politically or emotionally charged circumstances.
- Work hours fluctuate daily and weekly to meet service needs; occasional non-traditional hours may be required.
Background Checks and Requirements
- A criminal history and background check will be conducted for finalists; adverse results may lead to disqualification.
- The Oregon Department of Human Services does not offer visa sponsorship.
- Within three days of hire, completion of the US Department of Homeland Security’s I-9 form confirming authorization to work in the United States is required.
- ODHS uses E-Verify to confirm work authorization.
