About the role

The Community Preparedness Coordinator will manage, recruit, train, and deploy community volunteer groups and those associated with the North Carolina Emergency Management (NCEM). The position integrates NCEM principles, directives, and strategic plan to enhance readiness, build capacity, and resiliency across North Carolina through the “Whole of Community” approach. The coordinator serves as an expert in identifying needs and gaps across volunteer and community organizations, non-profits, public schools, state agencies, higher education, private sector, and non-English speaking citizens to improve community survivability and readiness before, during, and after disasters. The role requires the ability to work independently, analyze and solve problems, identify challenges, and communicate effectively in a fluid, rapidly changing environment.

About the section

The primary mission of the Office of Partnership Engagement is to increase community resiliency across North Carolina. Through partnerships, preparedness training, and coordination of efforts, the office builds capacity and resiliency using a Whole-of-Community approach. The office coordinates with community volunteer groups, private sector organizations, higher education, and state and local entities to support the State Emergency Response Team in preparedness, response, recovery, and mass care. Additional responsibilities include managing the NC Vendor Disaster Re-Entry Program, stabilizing privately owned critical infrastructure, coordinating community capabilities, and managing state donations during large disasters.

Responsibilities

  • Manage, recruit, train, and deploy community volunteer groups and those associated with NCEM.
  • Integrate NCEM principles, directives, and strategic plan to enhance readiness and build capacity and resiliency across North Carolina.
  • Identify needs and gaps across volunteer and community organizations, non-profits, public schools, state agencies, higher education, private sector, and non-English speaking citizens.
  • Coordinate with community volunteer groups, private sector organizations, higher education, and state and local entities to support the State Emergency Response Team.
  • Coordinate preparedness, response, recovery, and mass care efforts to accomplish incident objectives.
  • Manage the NC Vendor Disaster Re-Entry Program.
  • Stabilize privately owned critical infrastructure during disasters.
  • Coordinate community capabilities and state donations during large disasters.

Minimum education and experience

  • Bachelor’s degree from an appropriately accredited institution and one year of progressively responsible emergency management, emergency services, or other professional experience directly related to the area of assignment; or
  • An equivalent combination of training and experience.

Knowledge, skills, and abilities

  • Thorough knowledge of the principles and practices of volunteer management and team building.
  • Thorough knowledge in planning, assigning, training, and supervising the work of volunteers.
  • Experienced in establishing and maintaining effective working relationships with agency personnel, officials, and the public.
  • General knowledge of emergency management principles, NCEM, and services offered by state and local agencies.
  • Skilled in initiating and installing administrative programs and procedures and evaluating their effectiveness.

Salary

$57,983 – $101,470 (NC16)

Schedule

Full time (40 hours per week).
