About the Role
Affordable housing management runs on compliance. If your instincts prioritize HUD regs, LIHTC reviews, and recertification timelines over curb appeal and lease-up traffic, this position is tailored to your expertise. This role is compliance-heavy, operationally layered, and designed for professionals already experienced in the affordable housing sector.
Compliance and Occupancy
- Own annual and interim recertification reviews in accordance with the HUD 4350.3 Handbook.
- Prepare the site for REAC inspections and Management and Occupancy Reviews (MORs).
- Coordinate LIHTC reviews as they arise.
- Draft responses for regulatory agencies in collaboration with the compliance department.
- Implement intervention strategies for tenants out of compliance with lease or program requirements.
- Utilize EIV (Enterprise Income Verification) systems proficiently.
- Hold COS (Certified Occupancy Specialist) or CPO (Certified Professional of Occupancy) certification; TCS (Tax Credit Specialist) certification required for properties with tax credit units.
Responsibilities
- Monitor arrears, document lease violations, coordinate evictions, and pursue delinquencies through legal channels.
- Track bad-debt write-offs, process applications, and collect rents.
- Supervise preventive and emergency maintenance, coordinate vendor bids, and manage contractor quotes.
- Conduct unit inspections and bi-annual walk-throughs with the Building Superintendent.
- Serve as the liaison for on-site construction or renovation, ensuring compliance and access coordination.
- Attend monthly financial meetings to review budgets, flag variances, and plan for property needs proactively.
Requirements
- COS or CPO certification (required).
- TCS certification for tax credit properties (required).
- EIV experience (expected).
- Familiarity with Yardi and/or RealPage (preferred).
- Minimum three years of management experience, including direct team supervision.
- Affordable housing background (required).
- Bachelor’s degree (preferred).
