Community Liaison Worker Level II

Responsibilities

This role involves liaison functions between City agencies, local residents, and community organizations to provide assistance, secure participation, and support housing and community development, as well as implement public service programs. Work may be performed in the field or an office, and includes supervising staff.

• Interviews local residents, landlords, government personnel, business people, and youths to solicit support for community development programs, assess community needs, and determine acceptable courses of action.
• Interviews staff and representatives of governmental, educational, and social agencies to gather and relay information for community organizations and residents.
• Assists in preparing and distributing informational materials about programs, objectives, and activities of communities and educational institutions.
• Assists in training subordinate staff and makes written and oral reports as required.
• Maintains records related to programs, activities, and objectives.
• Directs staff or collaborates with other community liaison workers in performing liaison activities; may supervise or coordinate field office operations.
• Consults and maintains liaison with residents, landlords, community organizations, students, parents, school staff, unions, and other public/private agencies.
• Explains programs and policies to community groups and interprets community feedback for appropriate action.
• Participates in planning, organizing, and implementing programs involving community participation.
• Collects, evaluates, and reports information on community needs and objectives; communicates findings to relevant agencies.
• Assists in conducting outreach programs and mediating problems between the community and schools, hospitals, or other City agencies.
• Works as part of an interdisciplinary team to provide supportive therapy and make referrals to City agencies, social services, and community organizations.
• Counsels community residents, property owners, local businesses, and groups on their rights, obligations, and available resources.
• Recommends effective mobilization strategies for community participation and program improvements.
• Recommends policies, procedures, and priorities for City agencies in engaging with schools, residents, and community groups.
• Assists community residents in completing forms, prepares reports, and performs related clerical tasks.

Requirements

• Three (3) years of full-time experience in counseling, community work, or community health activities in a government agency or community organization engaged in providing community services, assisting residents in obtaining services, or maintaining liaison with schools, community organizations, or government agencies.
• Completion of an approved six-month training program in community liaison work may substitute for six months of the required experience.
• College study in sociology, psychology, or other behavioral sciences may substitute for experience at a rate of thirty (30) semester credits per year, but all candidates must have at least one (1) year of full-time experience.
• Preference will be given to applicants with at least a high school diploma or its equivalent approved by a State’s Department of Education or a recognized accrediting organization.
