Community Liaison Worker - Level II

Responsibilities
This role involves liaison functions between City agencies, local residents, and community organizations to provide assistance, secure participation, and support housing and community development, as well as implement public service programs. Work may be performed in the field or an office, and includes supervising staff.
- Interview local residents, landlords, government personnel, business people, and youths to solicit support for community development programs, assess community needs, and determine acceptable courses of action.
- Interview staff and representatives of governmental, educational, and social agencies to gather and relay information for community organizations and residents.
- Assist in preparing and distributing informational materials about programs, objectives, and activities of communities and educational institutions.
- Train subordinate staff and make written and oral reports as required.
- Maintain records related to programs, activities, and objectives.
- Direct staff or collaborate with other community liaison workers in performing liaison activities; may supervise or coordinate field office operations.
- Consult and maintain liaison with residents, landlords, community organizations, students, parents, school staff, unions, and other public/private agencies.
- Explain programs and policies to community groups and interpret community feedback for appropriate agencies.
- Participate in planning, organizing, and implementing community participation programs.
- Collect, evaluate, and report information on community needs and objectives; communicate findings to agencies for action.
- Assist in conducting outreach programs and mediating issues between the community and schools, hospitals, or other City agencies.
- Work as part of an interdisciplinary team to provide supportive therapy and make referrals to City agencies, social services, and community organizations.
- Counsel community residents, property owners, local businesses, and groups on their rights, obligations, and available resources.
- Recommend policies, procedures, and priorities for City agencies in engaging with schools, residents, and community groups.
- Interview residents to assist with form completion, prepare reports, and perform related clerical tasks.
Requirements
- Three (3) years of full-time experience in counseling, community work, or community health activities in a government agency or community organization providing community services, assisting residents in obtaining services, or maintaining liaison with schools, community organizations, or government agencies.
- Completion of an approved six-month training program in community liaison work may substitute for six months of experience.
- College coursework in sociology, psychology, or other behavioral sciences may substitute for experience at a rate of thirty (30) semester credits per year, but all candidates must have at least one (1) year of full-time experience.
- Preference given to applicants with at least a high school diploma or equivalent.
