About the Role

This class of positions encompasses work of varying degrees of difficulty and responsibility in the performance of liaison functions between City agencies, local residents, and community organizations. Responsibilities include providing assistance, obtaining participation and support for housing development and community development, and implementing public service programs. Tasks are performed in the field or in an office, as assigned, and may involve supervising staff.

Responsibilities

• Interviews local residents, landlords, government personnel, business people, and youths to solicit support for community development programs, ascertain community needs, and determine acceptable courses of action.
• Interviews staff and representatives of governmental, educational, social agencies, and unions to secure and transmit information for community organizations and residents.
• Assists in the preparation and distribution of informational materials related to programs, objectives, and activities of communities and educational institutions.
• Assists in training subordinate staff and makes written and oral reports as required.
• Keeps records related to programs, activities, and objectives.
• Directs staff or works as part of a team with other community liaison workers in performing liaison activities; may supervise or coordinate field office operations or units.
• Consults and maintains liaison with residents, landlords, community organizations, students, parents, school staff, unions, and other public and private agencies.
• Explains programs and policies to community groups and interprets and relays community information.
• Participates in planning, organizing, and implementing programs involving community participation.
• Collects, evaluates, and reports information regarding community needs and objectives; communicates findings to appropriate agencies for action.
• Assists in conducting outreach programs and mediating problems between the community and schools, hospitals, and other City agencies.
• Works as a member of an interdisciplinary team to provide supportive therapy and make referrals to City agencies, social service agencies, and community organizations.
• Counsels community residents, property owners, local businesses, and groups on their rights, obligations, and available resources.
• Makes recommendations on effective mobilization for community participation and program feasibility and improvement.
• Recommends policies, procedures, and priorities for City agencies in dealing with schools, residents, and community groups.
• Interviews community residents and assists them in completing forms; completes relevant reports and forms and performs related clerical work.

Requirements

• Three (3) years of full-time experience in counseling, community work, or community health activities in a government agency or community organization engaged in providing community services, assisting members of the community in obtaining services, or maintaining liaison with schools, community organizations, or other government agencies.
• Completion of an approved six (6) month training program of combined classroom training and on-the-job experience in community liaison work may substitute for six (6) months of the required experience.
• Study at an accredited college in sociology, psychology, or other behavioral science may substitute thirty (30) semester credits for each year of the required experience, though all applicants must have at least one (1) year of full-time experience.

Preference will be given to applicants with at least a high school diploma or its educational equivalent approved by a State’s Department of Education or a recognized accrediting organization.
