Community Hubs Project Manager

Seattle’s Office of Arts & Culture (OAC) partners with City agencies and community groups to create a creative, welcoming city where everyone can thrive. The Community Hub program delivers arts-based wellness activities at community and teen life centers citywide, helping youth build coping skills, express themselves, connect with caring adults, and access mental-health resources.

About the role

As the Community Hubs Project Manager you will lead the design and daily coordination of these arts-based wellness programs. You will collaborate with teaching artists, youth organizations, and staff from the Department of Education and Early Learning (DEEL) and Seattle Parks and Recreation (SPR) to ensure each site offers high-quality, culturally relevant programming for diverse Seattle youth. This is a full-time, benefits-eligible civil-service position funded through the end of 2031, reporting to the Arts Education Manager within OAC’s Partnerships, Education, and Grants (PEG) Division.

Responsibilities

• Collaborate with DEEL and SPR to plan, coordinate, and deliver arts-based wellness programs that reflect youth needs and connect providers with mental-health supports.
• Develop schedules, communication plans, and project workflows; build required program plans and forms for DEEL funding.
• Activate 6–8 Community Hub sites annually, working with site leads on scheduling, space needs, and safety planning.
• Ensure providers complete background checks, training, and site orientations; connect providers with youth mental-health resources offered by DEEL and schools.
• Conduct regular site visits (including evenings and weekends) to ensure programs are safe, welcoming, and accessible.
• Write and manage contracts with teaching artists and partner organizations; support providers with scopes of work, data needs, and quality improvement.
• Track budgets, process invoices, and align spending with program goals; ensure equitable distribution of resources across sites and communities.
• Work with DEEL and SPR on data systems and reporting timelines; maintain accurate records, prepare quarterly data reports, and write narrative updates.
• Ensure providers collect participation data and youth/provider surveys.
• Build strong relationships with teaching artists, youth organizations, site staff, and mental-health partners.
• Create clear, accessible program materials (blog posts, slides, flyers) following Federal Plain Language guidelines.

Qualifications

Required:

• Four years of full-time professional project-management experience, including work with arts organizations and public speaking.
• OR three years of full-time professional project-management experience plus an Associate’s degree in Fine Arts, Arts Administration, or a related field.
• OR two years of full-time professional project-management experience plus a Bachelor’s degree in Fine Arts, Arts Administration, or a related field.
• Current Washington State driver’s license or equivalent mobility.

• Designing and managing youth or arts programs, adapting programming based on youth input.
• Community-centered engagement with diverse communities to ensure programs are welcoming, relevant, and inclusive.
• Building strong partnerships with teaching artists, youth-serving groups, and City staff.
• Managing budgets, contracts, and compliance with accuracy and clarity.
• Communicating confidently—presenting to groups, writing program materials, and providing clear guidance.
• Organizing complex workflows, managing multiple projects, and keeping work on track through strong planning.
• Learning new systems and tools quickly, especially those used for scheduling, contract tracking, and reporting.
• Creating welcoming, culturally responsive spaces where youth feel seen, supported, and safe.
• Supporting communities historically underrepresented or impacted by inequities.
• Using arts and creativity as tools for healing, expression, and youth voice.
• Building trusting, respectful partnerships with youth, families, and community organizations.
• Sharing mental-health resources in ways that are accessible, compassionate, and stigma-free.

Pay

The full pay range for this position is $43.12 – $50.33 hourly. New employees begin at Step 1 ($43.12/hour); current City employees’ starting rate is based on Personnel Rules regarding promotions.

Schedule

This is a full-time, overtime-eligible position with a hybrid work schedule. Employees are expected to work in-office at ARTS at King Street Station at least three days a week; individual schedules are determined with the supervisor.
