About the role

Facktor is a fully remote healthcare consulting firm deeply connected to the community health center movement. We partner with mission-driven organizations—including Federally Qualified Health Centers (FQHCs), hospitals, health plans, medical groups, academic programs, IPAs, and foundations—to help them deliver high-quality, sustainable care. Our consultants bring a “backpack, not briefcase” approach, ready to get to work alongside clients.

Working alongside Facktor's managers, directors, and subject matter experts, the Community Healthcare Compliance Director will independently lead client engagements focused on regulatory compliance, organizational risk management, and HRSA requirements. This individual will serve as a trusted advisor to health center executives and Boards of Directors, helping organizations strengthen compliance programs and navigate complex regulatory challenges. The Director will also play a key role in growing Facktor's Compliance service line through new business development, expanded client relationships, and the evolution of the firm's advisory offerings.

Core values: Better Than Yesterday (continuous improvement), Shoulder to Shoulder (collaborative problem-solving), With Heart (meaningful difference through caring).

Responsibilities

  • Regulatory Compliance & HRSA Oversight: Lead compliance assessments and advise FQHC clients on HRSA Health Center Program requirements, including the Compliance Manual and Site Visit Protocol. Prepare clients for HRSA Operational Site Visits (OSVs) through document reviews, mock interviews, and corrective action plans addressing HRSA and other regulatory findings. Develop compliance policies, procedures, monitoring programs, and internal controls. Advise on federal and state healthcare laws beyond HRSA, including HIPAA, patient privacy, and fraud and abuse. Evaluate the impact of new or changing regulations and recommend policy, monitoring, or operational changes. Work with external legal counsel on complex regulatory interpretations, recognizing when matters require legal advice.
  • FTCA & Risk Management: Lead FTCA deeming and redeeming application support and help clients respond to FTCA-related findings. Conduct risk management assessments and build organizational risk management programs aligned with HRSA and FTCA requirements. Advise on incident reporting, adverse event review, patient safety, and risk mitigation, and facilitate risk management committee reporting to leadership and Boards.
  • Interim Compliance Leadership & Advisory: Serve as interim or fractional Compliance Officer, including for health centers in leadership transition or facing significant compliance challenges. Assess existing compliance programs and develop practical work plans to strengthen oversight. Lead compliance investigations in coordination with legal counsel, HR, and clinical leadership. Advise executive leadership and Boards on regulatory risks and compliance priorities.
  • Client Engagement & Project Management: Serve as primary client contact and independently manage multiple engagements, typically four to eight at a time, delivering high-quality work on schedule. Develop work plans and timelines, and monitor scope, budgets, and resource utilization. Thrive in a high-expectation consulting environment where agility, responsiveness, accuracy, and follow-through are essential to building client trust and delivering meaningful results.
  • Business Development & Practice Growth: Partner with leadership to grow the Compliance service line through new client relationships, expanded engagements, and cross-selling with other Facktor sections. Lead discovery meetings, proposal development, scope design, and pricing for new engagements. Develop new advisory services and thought leadership, including webinars, conference presentations, and marketing content. Own service line growth, client satisfaction, and the financial performance of assigned engagements. Mentor consultants and contribute to standardized tools, templates, methodologies, and quality assurance.
  • Other duties as assigned.
