In this role, you will oversee program operations, support existing services, maintain community partnerships, manage budgets and compliance, work collaboratively across Hilltop programs, and lead a dedicated team of supervisors and team members. What You'll Do As the Community Access Manager, you will provide leadership and oversight for Community Access programs and employees; ensuring programs remain mission-focused, financially sound, and compliant with funding requirements. Key Responsibilities Include Program Leadership & Integrity Provide leadership and ongoing support for Community Access programs. Collaborate effectively across Hilltop programs to support organizational goals. Demonstrate high integrity by first, living Hilltop’s values while also supporting team members as they apply Hilltop 's values in their work. Program Oversight Monitor each program's goals and outcomes, making adjustments that improve service quality, employee and participant experience and community impact. Support Coordinators in maintaining and updating policies, procedures, and operational systems that support consistent, high-quality services. Ensure programs remain compliant with funding, regulatory, contractual, and organizational requirements. Oversee program data collection, outcome measurement, reporting processes, and quality improvement efforts. Analyze results, identify trends, and use data to support informed decision-making and meaningful community impact. Financial Stewardship Develop, manage, and operate within approved operational budgets. Ensure accurate financial tracking and oversight of state, grant, contract, and other funding sources. Work collaboratively with Hilltop’s Financial and Grant Writing teams to support fiscal stability. Assist with grant writing and oversee grant implementation, compliance, and reporting requirements. Ensure timely completion of financial, grant, program, and stakeholder reports. Team Leadership and Direct Supervision of Coordinators Recruit, hire, train, mentor, and develop coordinators and program staff. Provide direct supervision, coaching, and guidance to coordinators to support consistent leadership across programs. Support supervisors in developing strong supervisory practices, including clear communication, timely feedback, performance management, staff development, and conflict resolution Address performance issues, resolve employee and participant concerns, and support employee retention. Model and promote a strengths-based leadership approach that builds supervisor confidence, encourages problem-solving, and supports a positive, accountable team culture. Community Partnership Lead and participate in outreach to promote Hilltop, Community Programs, and Community Access programs. Serve as a community liaison, attend appropriate committee meetings locally and at the state level. What We're Looking For We're seeking a leader who brings a combination of steady leadership, operational excellence, fiscal stewardship, effective supervision, and a passion for community impact. Preferred Qualifications Experience managing community-based programs, human services, nonprofit programs, or related initiatives. Demonstrated success supporting established programs, managing projects and teams, and strengthening operational systems. Experience managing budgets, grants, contracts, and funding requirements. Proven leadership experience with staff supervision, coaching, and performance management. Strong knowledge of compliance, reporting, and program evaluation practices. Exceptional relationship-building, communication, and public speaking skills. Ability to effectively manage multiple priorities while maintaining attention to detail. Passion for sustaining meaningful services and improving access for individuals and families. Preferred: Spanish proficiency, with strong written and verbal communication skills to support effective service delivery, outreach, and community engagement. Why Join Us?
