Primary Purpose

The Commissioning Program Manager is responsible for planning, coordinating, and executing all mechanical commissioning activities to ensure systems are designed, installed, tested, and operate according to project requirements and owner expectations.

Principal Duties and Accountabilities

  • Commissioning Leadership & Execution: Lead the end-to-end mechanical commissioning process from design review through project turnover; develop and implement commissioning plans, schedules, and procedures for HVAC, piping, plumbing, and related systems; oversee pre-functional and functional performance testing to verify system operation and compliance; ensure commissioning activities align with contract requirements, specifications, and industry standards
  • Project Coordination: Collaborate with project managers, engineers, subcontractors, and clients to align commissioning activities with project milestones; participate in design reviews to ensure constructability, operability, and maintainability of systems; coordinate with controls, electrical, and other trades to ensure integrated system performance; identify and resolve commissioning-related issues proactively to avoid delays
  • Quality Assurance & Compliance: Ensure all mechanical systems meet quality standards, codes, and safety regulations; review submittals, shop drawings, and O&M manuals for accuracy and completeness; track deficiencies, manage punch lists, and ensure timely resolution; maintain thorough documentation of all commissioning activities and results
  • Client & Stakeholder Engagement: Serve as the primary point of contact for commissioning-related communication with clients and stakeholders; provide regular updates on commissioning progress, risks, and outcomes; support client training and ensure successful system handover and acceptance
  • Team Leadership & Development: Lead and mentor commissioning engineers, technicians, and field personnel; promote a culture of safety, accountability, and continuous improvement; support workforce planning and resource allocation for commissioning activities
  • Safety: Champion all safety policies and procedures across commissioning activities; ensure all testing and startup procedures are executed safely and in compliance with company and regulatory standards

Job Scope

This role bridges engineering, construction, and operations to deliver safe, efficient, and fully functional mechanical systems.

Management Responsibility

Individual Contributor – no subordinates. Acts in capacity as "lead" person but does not have management responsibility for the people to whom direction is provided.

  • Positions receiving direction: Supervisor – responsible for hiring, performance management and pay administration for subordinates.
  • Supervised positions: Project Managers
  • Acts as a project manager – management of a project team, on which the individuals comprising the team may vary by project.

Education & Experience

  • Bachelor's degree in Mechanical Engineering, Construction Management, or related field (or equivalent experience)
  • 7–10+ years of experience in mechanical systems, construction, or commissioning
  • 3+ years in a leadership or supervisory role preferred
  • Experience with large-scale commercial, industrial, or mission-critical projects strongly preferred

Knowledge, Skills, and Abilities

  • Technical Skills: Strong knowledge of HVAC systems, hydronic systems, piping, and building automation systems; experience with commissioning processes, including pre-functional and functional testing; familiarity with industry standards (ASHRAE, SMACNA, etc.); ability to read and interpret construction drawings, specifications, and control sequences
  • Leadership & Soft Skills: Strong leadership, communication, and problem-solving skills; ability to manage multiple priorities in a fast-paced environment; high attention to detail with a focus on quality and results; strong collaboration skills across cross-functional teams

Preferred Certifications

  • Certified Commissioning Professional (CCP)
  • LEED Accreditation
  • Professional Engineer (PE) license (preferred but not required)

Work Environment

  • Combination of office and active construction site environments
  • Frequent site visits with exposure to varying weather and construction conditions
  • Travel may be required based on project assignments

Physical Demands

  • Ability to walk jobsites, climb ladders, and navigate active construction environments
  • Ability to lift up to 25–50 lbs occasionally

Benefits and Compensation

  • The range for this position has been established at $142,080.00 - $200,500.00 per year and is US Engineering's good faith and reasonable estimate at the time of the posting. The compensation offered to the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty, and training
