Job Summary
The Baltimore City Health Department (BCHD) seeks a Commissioner Bureau of School Health. Founded in 1793, BCHD is the oldest health department in the country, with over 800 employees and an annual budget of $208 million, aiming to protect health, eliminate disparities, and ensure the well-being of every resident of Baltimore through education, advocacy, and direct service delivery.
Essential Functions
- Develop, implement, and maintain policies, procedures, and operational guidelines governing all Bureau of School Health programs, consistent with State and Federal requirements.
- Serve as the Departmental representative for all nursing-related matters, including representation to the State of Maryland Public Health Nursing Directors organization, BOE, and public meetings.
Minimum Qualifications
- Education: Bachelor of Science in nursing (BSN), Master of Science in nursing (MSN), or Doctor of Nursing practice (DNP) from an accredited college or university.
- Experience: Ten years of relevant professional work experience, including at least five years of leadership and managing a large multi-disciplinary clinical service. Experience in PK-12 school health preferred.
- Licenses, Registrations, and Certificates: Valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and eligibility to obtain a Baltimore City driver’s permit. Certifications in certified health education specialist (CHES), Certified Professional in Healthcare Quality (CPHQ), Certified in Public Health (CPH), OR PMP/PMI.

- Knowledge of principles, methods, and techniques of efficient administration, including public relations, personal administration, budgeting, and general management.
- Ability to work under pressure and meet deadlines.
- Ability to organize, motivate, and build teams and to work collaboratively with internal and external partners.
- Ability to read, analyze, and interpret the most complex documents.
- Ability to make effective and persuasive presentations.
- Ability to define problems, collect data, establish facts, and draw valid conclusions.
- Proficient in Microsoft Office (Word, Excel, Access, Powerpoint) and other county software applications.
Additional Information
- Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
- Probation: All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
- Financial Disclosure: This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
