Job Summary

The Code Enforcement Manager under general supervision administers and enforces the County’s building codes, construction standards, floodplain development codes, and related policies, plans, codes, and ordinances as adopted by, and directed by, the County Council and County Executive.

Essential Job Functions

  • Code Administration: Perform duties with regard to administration of the Building Code, On-Site Sewage Treatment Code, and Flood Prevention Ordinance; including publication of Technical Bulletins.
  • Staff Supervision: Plan, organize, coordinate, train, supervise, and evaluate programs, plans, services, staffing, equipment, and infrastructure of the Code Enforcement Division.
  • Budget Administration: Prepare consolidated reports and manage the budget process, including developing and administering the approved budget.
  • Meeting Attendance & Coordination: Oversee Code Enforcement Division operations, represent construction matters before the County Code Commission, and participate in related board and staff meetings.
  • Development Planning: Provide professional direction to facilitate the advancement of the quality of life of county residents through improved planning of construction and land development.
  • Policy Standardization: Study and standardize division policies and procedures to improve efficiency and effectiveness of operations.
  • Recordkeeping: Maintain accurate records of inspections, violations, correspondence, and enforcement actions.
  • Plan Compliance: Administer licensing programs and review development plans, including floodplain projects, for compliance with County codes.
  • Liaison: Interact as necessary with other county, state, and federal agencies relative to appropriate land use planning.

Educational and Experience Requirements

  • Education: Bachelor in Urban Planning, Public Administration, Civil Engineering, Construction Technology, Business, or related field from an accredited university.
  • Experience: 4-5 years previous relevant work experience, including 2 years of supervisory experience.

Special Experience

  • 5 years of responsible experience in construction or a closely related field.

Training Requisites

  • Certifications: Must have or be able to obtain appropriate International Code Council certifications as determined by the County Services Director within one year of employment.
  • Licenses: Must possess a valid State Driver's License.

Equipment and Tools

  • Computer; Microsoft 365; permitting and code enforcement software; mobile inspection software; GIS; Tape measure, Levels, Moisture meter, Smoke detector tester, Vehicle, Two-way radio, Mobile phone, Digital camera, Safety gear (hard hat, vest, boots).

Work Environment

  • Combination of office and fieldwork.
  • Field inspections conducted outdoors and in active construction areas with exposure to varying weather conditions.
  • May require early morning or late evening hours.
  • May be required to work in high or dangerous places.
  • May regularly be exposed to uncomfortable temperatures, humidity, noise, chemicals/gases, contagious diseases, airborne particles/pathogens, and/or physical trauma.
  • May be exposed to fumes or airborne particles.
  • May be required to work in confined spaces.
  • May be exposed to risk of exposure to electric shock.
  • Work requires the ability to sit, stand, walk for extended periods of time.
  • Physical demands: Ability to complete repetitive wrist, hand, and/or fine motor movement; grasp, pull, push, and reach; climb and balance; talk, hear, listen, and comprehend; drive and/or operate mechanical equipment; identify and distinguish colors; lift up to 50 pounds; stoop, kneel, crouch, and/or crawl.
