About the role

The South Carolina Department of Juvenile Justice (DJJ) seeks a Classification and Compensation Manager to oversee the entire Classification and Compensation area within the Office of Human Resources. The role involves managing salary requests, conducting position audits, and ensuring compliance with state and federal laws.

Responsibilities

  • Oversees recommendations and/or renders decisions on salary requests for new hires, reclassifications, promotions, and other salary adjustments.
  • Performs equity analysis for staff pay actions.
  • Ensures all compensation actions are documented and in compliance with departmental policy and state human resources regulations.
  • Reviews and approves/rejects Department non-delegated and delegated reclassification requests.
  • Conducts position audits as needed to ensure appropriate classification decisions.
  • Ensures all actions are processed in the Office of Human Resources Service Portal within the established timeframe identified in the HR SOP.
  • Provides policy interpretation to managers and employees.
  • Coordinates with Fiscal Affairs to ensure appropriate position funding.
  • Maintains record of changes affecting the Department's FTEs to ensure balancing with the authorized FTEs and the allocation of FTEs to the appropriate division.
  • Prepares vacancy and other management reports on a monthly and as needed basis.
  • Ensures positions are managed appropriately to maximize and retain agency FTEs each year.
  • Creates, maintains, and analyzes HR reporting through BEX queries and EXCEL.
  • Provides guidance on position needs and conducts a market analysis utilizing local, state, and federal data.
  • Develops new internal hiring rates that are in compliance with state general wage increases.
  • Updates agency's internal classification/compensation plan as needed or required.
  • Responds to all inquiries appropriately and within agency guidelines or other regulations/laws.

Requirements

  • A bachelor's degree and relevant human resources experience.
  • A master’s degree in human resources management may substitute for the required experience.
  • Knowledge of principles and practices of human resources management.
  • Knowledge of the policies and procedures of the assigned program area(s) and of agency policies and procedures.
  • Knowledge of federal laws and state regulations affecting human resources management.
  • Knowledge of management and organizational concepts.
  • Analyzing compensation policies, reviewing, and evaluating proposed or newly enacted State and Federal laws governing FLSA.
  • The ability to establish and maintain effective working relationships; ability to analyze needs and resources and to recommend and communicate solutions effectively.
  • The ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures.
  • The ability to direct and advise technical staff members.

Qualifications

  • Must have knowledge of principles and practices of human resources management.
  • Must have the ability to establish and maintain effective working relationships; ability to analyze needs and resources and to recommend and communicate solutions effectively.
  • Must have the ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures.
  • Must have the ability to direct and advise technical staff members.
