About the Role
The Classification and Salary Division (CAS) of the Department of Budget and Management maintains the State’s position classification plan and develops the State’s salary and wage program. Key services include:
- Publication of new and revised class specifications
- Development of classification standards and guidelines
- Recommendations for changes to the salary plan
- Development of salary guidelines and procedures
- Technical training for agency staff responsible for classification and compensation activities
The Division provides leadership, expert advice, and guidance to State personnel officers and managers in classification and compensation.
Main Purpose of Job
The HR Analyst I (Classification Analyst) will learn to interpret and apply the State Personnel Management System (SPMS) rules, regulations, and standards related to classification and salary by:
- Analyzing and evaluating agency reclassification and acting capacity issues and requests
- Developing and revising class specifications and descriptions
- Making technically sound recommendations concerning class and salary actions, standards, and practices
- Serving as a technical resource for multiple agencies, including the Departments of Human Services, Information Technology, Juvenile Services, Labor, Public Safety and Correctional Services, Archives, Elections, and Retirement
- Supporting work areas such as Social Work, Information Technology, Investigation and Inspection, Labor and Trades, Math and Statistics, and Business and Supply
Requirements
Minimum Qualifications:
- One year of paraprofessional personnel work experience, defined as work involving the application of public sector personnel procedures, policies, rules, and regulations to specific employment actions. Examples include:
- Preparing and maintaining employment records
- Calculating salaries
- Applying personnel-related rules and policies
- Preparing personnel-related reports
- Conducting employee orientation
- Counseling employees regarding benefits and obligations
- Responding to inquiries concerning employment actions
Substitution Notes:
- A Bachelor’s degree from an accredited college or university may substitute for the required experience.
- Thirty graduate credit hours in HR/personnel administration, business administration, public administration, statistics, tests and measurements, industrial-organizational psychology, or related fields may substitute on a year-for-year basis for the required experience.
- A Juris Doctor degree from an accredited school of law may substitute for the required experience for employee or labor relations positions.
- U.S. Armed Forces military service experience as a commissioned officer in Human Resources classifications or specialty codes may substitute on a year-for-year basis for the required experience.
Preferred Qualifications:
- Bachelor’s degree from an accredited college or university
- Experience using Microsoft Office Suite, Google Applications, or AI applications
Licenses and Certifications
- Employees must obtain certification in State Personnel Management System policies and procedures and in the functionality of the Statewide Personnel System within six months of appointment and recertify every six months thereafter.
- If assigned duties requiring operation of a motor vehicle, employees must possess a valid Maryland motor vehicle operator’s license.
