About the role
The City of Norfolk's Department of Transportation is seeking a Civil Engineer V (VDOT Program Manager) to manage VDOT programs totaling over $260 million. This role involves managing projects, coordinating with VDOT, stakeholders, and citizens, and preparing applications for state and federal funds.
Responsibilities
- Manages, monitors, and ensures compliance with VDOT requirements for City-administered projects.
- Coordinates projects with City departments, VDOT, and stakeholders.
- Represents the City at meetings and assists other divisions as needed.
- Maintains project budgets and schedules.
- Coordinates with VDOT on milestone meetings and progress meetings.
- Prepares and manages annual CIP budgets and application processes for state and federal funds.
- Serves as emergency contact during inclement weather and provides updates to Council and City Manager.
- Coordinates public outreach and addresses complaints related to VDOT projects.
- Serves as liaison between City and VDOT on interstate, bridge, and tunnel impacts.
- Advises City departments on VDOT advisories.
Requirements
- Specialized knowledge in civil or traffic engineering or relevant field.
- Five (5) years of experience as an Engineer.
- Bachelor’s degree in civil or traffic engineering or relevant field.
- Virginia Department of Transportation experience and certifications in work zone, project, and construction management preferred.
- Valid Driver's License required.
- Professional Engineer's License required.
Qualifications
- Preferred: Virginia Department of Transportation experience with certifications in work zone, and project and construction management.
- Ability to read and interpret plans, engineering reports, and contract documents.
- Experience supervising subordinates and working in a team environment.
Skills
- Strong organizational and communication skills.
- Ability to manage multiple projects simultaneously.
- Proficient in Microsoft Office Suite.
- Knowledge of VDOT’s Locally Administered Projects Manual.

Pay
The expected hiring range for this position is between $87,749.17 - $93,999.11.
Schedule
8:30 am – 5:00 pm (Monday – Friday), 40 hours per week.
