Duties and Responsibilities
- Manage transportation projects from inception through completion including managing project budgets and review of all contract invoices and project expenditures.
- Evaluate annually requested TST and CTC projects from municipalities for feasibility and cost and assist in making funding recommendations.
- Evaluate qualifications and/or proposals of consultants for design and other pre-construction services and/or construction engineering & inspection (CE&I) services, negotiate consultant fees and scope of work, and develop and approve contract changes with consultants as necessary.
- Review plan submittals to ensure applicable federal, state, and local standards and the project’s purpose and goals are met.
- Work with utility coordination staff to effect utility relocations as needed.
- Cook with permit applications with various environmental and regulatory agencies; ensure federal requirements are followed for federally funded projects.
- Cook with in-house or consultant-led acquisition of construction permissions, easement and right-of-way from property owners as needed.
- Prepare Invitation for Bid (IFB) documents for construction advertisement; coordinate with construction inspection staff to ensure compliance with applicable specifications, prepare and coordinate change orders with contractors as necessary, and review and approve construction contract invoices.
- Provide excellent customer service to citizens and stakeholders by effectively communicating and keeping all informed of project status.
- Designated to report to work during hazardous weather or emergency conditions.
Minimum Qualifications
- Bachelor’s Degree in Civil Engineering or other related field with a minimum 3-5 years or more of progressively responsible experience in Engineering, Construction, Project Management, or any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
- Certification as an Engineer in Training (EIT) with the ability to obtain licensure as a Professional Engineer (PE), or Certification as a Project Management Professional (PMP) is preferred; however, candidates with applicable experience and licensure or certification in other fields such as architecture, construction management, or project management will be considered.
