About the role

Serves as the Office Engineer for the Area/Resident Office, responsible for being a principal source of technical and engineering expertise with regard to office engineering and performing duties associated with the full scope of the administrative and office engineering functions for all projects under the jurisdiction of the Area/Resident Office.

Responsibilities

• Provides administrative and technical guidance and engineering expertise to the office staff.
• Performs or directs work pertaining to budget reporting, preparation and processing of contract payment estimates, preparation of government estimates for funding purposes, construction progress reports, request for contract modifications, drafting of contract modifications, processing contractors' shop drawings, reviewing contractors' submittals such as working schedules and material test results, and coordinating field activities with office engineering work.
• Prepares contract modifications initiated in the field using RMS, PD2, and CEFMS software platforms.
• Performs or directs a variety of related duties such as advising field personnel on requirements for contract modifications, especially those with more complex or controversial features.
• Maintains oversight of application of and trains Area Office personnel in the use of the Resident Management Systems, CEFMS, and PD2 as required to evaluate the progress of construction activities and administer contracts.

Requirements

Basic Requirement for Civil Engineer: - Bachelor's degree (or higher degree) in engineering. - Combination of education and experience: At least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including courses in statics, dynamics, strength of materials, fluid mechanics, thermodynamics, electrical fields and circuits, nature and properties of materials, and any other comparable area of fundamental engineering science or physics. - Professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or Professional Engineer (PE) by any state, the District of Columbia, Guam, or Puerto Rico.

Qualifications

• One year of specialized experience, which includes performing contract administering functions, surveying construction and project sites to evaluate construction projects and address issues or concerns, and advising field personnel on requirements for contract.
• Education: To be acceptable, the program must include differential and integral calculus and courses in five of the following seven areas of engineering science or physics: statics, dynamics, strength of materials, fluid mechanics, thermodynamics, electrical fields and circuits, and nature and properties of materials.
• Specialized Experience: Performing contract administrating functions; surveying construction and project sites to evaluate construction projects and address issues or concerns; and advising field personnel on requirements for contract.

Conditions and Requirements

• Must be a citizen of the United States.

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a government driver's license.
• Must complete and pass a pre-employment physical examination.
• Capable of working at remote outdoor project sites.
• Incumbent must have sufficient mobility to traverse projects, climb ladders, walk on stone breakwaters or similar structures, and work on rough terrain.
• Able to work in various weather conditions including extreme heat and cold for extended periods of time.
• Able to lift objects weighing up to 50 pounds.
• Able to travel by boat, air (fixed wing or helicopter), or rail.
• Able to work overtime (after hours or weekends).
• Able to assist in emergency operations on natural or man-made disasters within the district boundaries.
• Work could include being in the field as part of a flood team or manning the emergency operation center in the district.
• This position requires temporary duty (TDY) travel up to 25% of the time.
• Capable of working at hazardous toxic, or radioactive waste (HTRW) sites.
• The incumbent is required to have the 40-hour HTRW OSHA training and annual refreshers, participate in the Corps medical surveillance program, and be physically able and willing to enter HTRW sites when appropriately attired in Personal Protection Equipment (PPE).
