About the Role

As a GS-13 Civil Engineer (Civil Site), you will prepare dam and levee safety modification reports, design documentation reports, and construction plans and specifications for projects across the country. You will lead a multi-disciplinary team, assigning and reviewing work, establishing and monitoring schedules and budgets through progressive phases of dam or levee safety modification projects during planning, design, and construction.

Responsibilities

• Lead a team of multi-disciplinary engineers, geologists, and technicians in performing evaluations of existing dams, both prior to and after modification, for dam and levee safety projects.
• Serve as a technical mentor for civil engineering specialists and junior employees through progressive phases of dam or levee safety modification projects.
• Review and comment on major rehabilitation and dam and levee safety modification products to ensure sound engineering principles and professional practices are followed and to verify compliance with established criteria and policy.
• Prepare or oversee preparation of government estimates, schedules, and requests for proposals; negotiate fees; and provide quality assurance, oversight, and management of deliverables prepared by A/E contractors.
• Perform quality control review of civil site products.
• Develop technical selection criteria for civil works construction contracts with complex and unique structural design features and construction requirements, and provide support to the development of acquisition strategy.
• Lead complex civil site design development and technical reviews for levees, floodwalls, facilities, utilities, and other civil works features.
• Perform advanced hydrologic and hydraulic (H&H) modeling and analysis, interpret results, and produce design inputs, risk assessments, and technical reports.
• Prepare detailed construction cost estimates and independent government estimates (IGEs), evaluate A-E and contractor proposals, and develop estimates for contract modifications.
• Manage A-E contracts, including scopes of work, deliverable reviews, and oversight of quality, schedule, and cost.

Requirements

To qualify for this GS-13 position, you must meet the following requirements:

• Education: Bachelor’s degree (or higher) in engineering from a program accredited by the Accreditation Board for Engineering and Technology (ABET), or a degree that includes differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas:
  • statics, dynamics;
  • strength of materials (stress-strain relationships);
  • fluid mechanics, hydraulics;
  • thermodynamics;
  • electrical fields and circuits;
  • nature and properties of materials (relating particle and aggregate structure to properties);
  • any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
  Alternatively: A combination of college-level education, training, and/or technical experience that demonstrates:
  • a thorough knowledge of the physical and mathematical sciences underlying engineering, and
  • a good understanding of engineering sciences and techniques and their applications to one of the branches of engineering.
  This must be demonstrated by one of the following:
  • Professional registration or licensure as a Professional Engineer (PE), Engineer Intern (EI), or Engineer in Training (EIT).
  • Successful completion of the Fundamentals of Engineering (FE) examination or another written test required for professional registration.
  • At least 60 semester hours of courses in the physical, mathematical, and engineering sciences, including the specified courses in the basic requirement.
  • A related curriculum (e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology) with at least 1 year of professional engineering experience under professional supervision.
• Experience: One year of specialized experience equivalent to the GS-12 level, including:
  • Leading complex civil site design development and technical reviews for levees, floodwalls, facilities, utilities, and other civil works features.
  • Performing advanced hydrologic and hydraulic (H&H) modeling and analysis, interpreting results, and producing design inputs, risk assessments, and technical reports.
  • Preparing detailed construction cost estimates and independent government estimates (IGEs), evaluating A-E and contractor proposals, and developing estimates for contract modifications.
  • Managing A-E contracts, including scopes of work, deliverable reviews, and oversight of quality, schedule, and cost.
• Selective Placement Factor: Incumbent must hold and maintain a Professional Engineer (PE) license.
• Time-in-Grade: Applicants must have held a General Schedule (GS) position at the GS-12 level or equivalent for at least 52 weeks within the last 52 weeks.

Conditions of Employment

• A one-year probationary period may be required.
• This position requires Temporary Duty (TDY) or business travel of up to 30% of the time.
• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

• Must possess or be able to obtain a state driver’s license.

Pay

Salary includes applicable locality pay or Local Market Supplement and will be set based on duty location and grade level. For current GS Locality Pay Tables, visit OPM’s General Schedule Locality Pay Tables. The position may be subject to a Special Salary Rate (SSR) under the applicable pay table.
