Job Purpose

Provide dedicated Civil/Infrastructure engineering support for the facility as it transitions from construction to stable operations. Responsibilities include ownership of underground (U/G) utilities, site and drainage systems, civil/structural assets, and facility infrastructure, including preventive maintenance, field verification, troubleshooting, and contractor coordination. This role establishes long-term ownership of the facility's civil and infrastructure assets and supports the transition of infrastructure knowledge from the construction phase into ongoing facility operations. Because civil/infrastructure work is field-oriented and often dependent on local contractor availability and heavy-equipment mobilization, the Civil Engineer manages field conditions, contractor performance, cost, schedule, and long-term infrastructure reliability. Bilingual (English/Korean) communication capability is valuable for effective coordination with contractors, vendors, and internal stakeholders in the facility's multicultural industrial environment.

Key Accountabilities

Must Have

  • Provide dedicated Civil/Infrastructure engineering support for: underground (U/G) utility systems, including piping networks, valve vaults, and utility corridors; site and drainage systems, including stormwater management and subsurface drainage; civil/structural assets, including foundations, structural elements, and utility penetrations.
  • Perform field verification of installed conditions against engineering drawings and specifications; identify discrepancies and coordinate corrective actions.
  • Conduct preventive maintenance planning, field inspections, and troubleshooting for civil and infrastructure assets.
  • Coordinate civil, structural, mechanical, and piping subcontractors to ensure field execution aligns with approved plans, specifications, applicable codes, and project requirements.
  • Support hydrostatic pressure testing, valve alignment verification, piping inspections, and other system readiness/commissioning activities.
  • Apply knowledge of original construction and field conditions to identify long-term maintenance, drainage, utility, and reliability risks before they become operational issues.
  • Support the long-term retention and transfer of infrastructure knowledge (construction history, U/G utility layouts, facility conditions) from construction into facility operations.
  • Serve as a bilingual (English/Korean) technical liaison between Korean leadership and U.S. contractors, vendors, and field teams as needed.

To Be Trained

  • Comply with environmental, health, and safety regulations of Hanwha QCELLS.
  • Respond to facility emergencies involving civil/structural, drainage, or infrastructure failures when needed.
  • Communicate effectively with all levels of the organization, including operations personnel, supervisors, engineering and management staff, state and local inspectors, and outside contractors.
  • Regularly report to the Maintenance Part Leader / Utility Team on project status, field conditions, and infrastructure risks.
  • All other duties as assigned by management.

Job Qualifications

  • Bachelor's degree in Civil Engineering or a related field preferred; equivalent combination of extensive hands-on experience in heavy civil/infrastructure construction may be considered in lieu of a degree.
  • 10+ years of progressive experience in heavy civil construction, underground utilities, site development, and drainage/hydraulic systems.
  • Direct experience supporting a large-scale industrial facility through construction, commissioning, and transition to operations strongly preferred.
  • Experience coordinating multidisciplinary contractors (civil, structural, mechanical, piping).
  • Working knowledge of underground utility systems, drainage/hydraulic systems, and structural/foundation elements.
  • Ability to read and verify engineering drawings and specifications against field conditions.
  • Familiarity with Georgia building codes, OSHA requirements, and ASCE standards.
  • Bilingual English/Korean strongly preferred, to support coordination between Korean leadership and U.S. contractors and field teams.
  • Knowledge of environmental, health, and safety regulations applicable to a manufacturing facility.
  • Experience ensuring contractor compliance with regulatory and safety standards.
