Position Summary
The Civil Engineering Project Manager is responsible for planning, coordinating, and overseeing all phases of horizontal construction and civil infrastructure projects from pre-construction through closeout. This role manages project teams, subcontractors, consultants, and client relationships while ensuring projects are delivered safely, on schedule, within budget, and in accordance with contract requirements.
Key Responsibilities
- Manage multiple civil construction projects simultaneously from award through completion.
- Develop and maintain project schedules, budgets, forecasts, and resource plans.
- Monitor project performance, productivity, costs, and profitability.
- Lead project kickoff meetings and ongoing coordination meetings.
- Ensure compliance with contract documents, specifications, permits, and regulatory requirements.
- Identify project risks and implement mitigation strategies.
- Manage project documentation, submittals, RFIs, change orders, and closeout packages.
- Cook up procurement of materials, equipment, and subcontractor services.
- Review and approve subcontractor invoices, pay applications, and project cost reports.
- Oversee construction activities involving: Roadway and highway construction, Utility installation (water, sewer, stormwater), Storm drainage systems, Earthwork and site grading, Land development projects, Erosion and sediment control, Concrete and asphalt paving, Traffic control implementation.
- Collaborate with Superintendents and field personnel to resolve construction challenges and maintain productivity.
- Coordinate engineering and design coordination with civil engineers, surveyors, designers, and permitting agencies.
- Support value engineering efforts and cost-saving initiatives.
- Participate in design reviews and pre-construction planning.
- Interpret plans and specifications to ensure accurate project execution.
- Coordinate surveying and land development services.
- Support site planning, grading design, utility layouts, and development projects.
- Ensure project compliance with development standards and local jurisdiction requirements.
- Develop project budgets and manage cost controls.
- Prepare monthly financial forecasts and profitability analyses.
- Review labor, equipment, material, and subcontractor costs.
- Manage project billings and collections.
- Evaluate and negotiate change orders and contract modifications.
- Build and maintain strong relationships with clients, developers, municipalities, engineers, and regulatory agencies.
- Serve as the primary client contact throughout project execution.
- Provide regular project updates and progress reports.
- Resolve client concerns and facilitate successful project outcomes.
- Promote and enforce company safety policies and OSHA compliance.
- Conduct project reviews to ensure quality standards are met.
- Support site inspections and quality control testing activities.
- Ensure adherence to environmental regulations and permit conditions.
- Lead project engineers, assistant project managers, coordinators, and support staff.
- Provide mentoring, training, and professional development opportunities.
- Foster collaboration between office and field teams.
- Support recruiting and retention of project personnel.
Required Qualifications
- Bachelor's Degree in Civil Engineering, Construction Management, or related field.
- 5-10+ years of experience in civil construction project management.
- Experience managing horizontal, commercial or municipal infrastructure projects.
- Strong understanding of: Roadway and highway construction, Water and wastewater systems, Stormwater infrastructure, Utility installation, Site development and grading, Surveying practices, Land development processes.
- Proficiency with: Microsoft Office Suite, Microsoft Project or Primavera P6, Bluebeam Revu, AutoCAD Civil 3D (preferred).
- Construction management software platforms.
- Valid driver's license and ability to travel to project sites as required.
Preferred Qualifications
- Engineer-in-Training (EIT) Certification or Professional Engineer (PE) license preferred.
- PMP (Project Management Professional) certification preferred.
- Experience with DOT, municipal, federal, and private development projects.
- Familiarity with design-build and alternative delivery methods.
- Knowledge of environmental permitting and regulatory compliance.
- Experience with UAV/drone surveying technologies and GPS machine control systems.
