About the role

The Department of Human Resources (DHR) manages the City’s leaves and accommodation processes. The Citywide Leaves and Accommodation Manager oversees the Absence Management Program, ensuring compliance with policies and laws.

Responsibilities

  • Planning, monitoring, evaluating, directing, and supervising the Absence Management Program.
  • Assisting in the identification, development, and implementation of goals, objectives, policies, and priorities.
  • Evaluating current and future practices with an eye towards continuous improvement.
  • Developing citywide rules, guidelines, and procedures for leaves and accommodations.
  • Continuously refining the City’s employee leave management data.
  • Monitoring and evaluating leave usage across all city departments.
  • Counseling and advising department human resources management and staff on leave and accommodation laws.
  • Working with Departments and Workers Compensation staff to identify high-risk cases and consult on accommodation considerations.
  • Designing and delivering training programs for managers, supervisors, and employees.
  • Presenting before the Civil Service Commission, Board of Supervisors, and other boards on disability, accommodation, and leave matters.
  • Representing the City as the subject matter expert during litigation and settlement of individual disability and leave matters.
  • Providing supervision and direction to the Absence Management Program staff.

Requirements

Five years of professional human resources experience in areas such as recruitment and selection, classification and compensation, employee and labor relations, benefits administration, human resources operations, diversity, equity, and inclusion, and personnel training. One year must be as an advanced journey level classification or lead/supervised a small team of professional staff.

Qualifications

  • Possession of a baccalaureate degree from an accredited college or university.
  • Experience in recruitment and selection, classification and compensation, employee and/or labor relations, benefits administration, human resources operations, diversity, equity, and inclusion, and personnel training.
  • Completion of a 12-month human resources trainee program equivalent to the City and County of San Francisco's 1249 Human Resources Training Program may substitute for one year of the required non-advanced journey / non-lead/supervisory experience.
