The City Manager reports directly to the Mayor and City Council, acting as the essential bridge between policy and execution.

About the Community

Rincon, a proud and welcoming community in fast-growing Effingham County, has a rich history dating back to the 1700s. With 13,000 residents, the city is experiencing rapid growth due to its strategic location near a new Hyundai plant, the expansion of the Georgia Port Authority, and incoming industrial warehouses. Rincon operates with zero city property tax, relying on Local Option Sales Taxes (LOST) and utility revenues. Ongoing annexation discussions could add another 4,000 to 5,000 residents.

The City of Rincon operates with a mission to foster economic prosperity while maintaining high growth and development standards. The FY 26 adopted budget is $27.3M, including:

  • $17.9M Governmental Funds (including $10.6M General Fund)
  • $9.4M Proprietary Funds (including $7.3M Water & Sewer, $140K Stormwater)

The city aims to balance its role as a commercial hub with preserving its tight-knit, small-town atmosphere. The Mayor and City Council seek a partner to modernize governance, improve communication, and ensure long-term operational stability.

Responsibilities

  • Administer all municipal functions, including day-to-day operations, purchasing, service contracts, and city finances.
  • Oversee 100 full- and part-time employees, providing consistent direction, mentorship, and advocacy.
  • Directly supervise nine department heads: HR Director, Planning and Development Director, Fire Chief, Police Chief, Public Works EOM, Recreation Director, Wastewater Director, and Golf Clubhouse Director/Superintendent.
  • Serve as a strategic leader to fulfill Rincon’s vision as a proud, welcoming hometown, setting a regional standard for transparency and accountability.

Requirements

  • Bachelor’s degree in public or business administration or a closely related field (master’s degree or higher strongly preferred).
  • Five years of progressively responsible experience in municipal government management and administration.
  • An equivalent combination of education, training, and experience may substitute for the degree requirement.
  • Valid Georgia driver’s license; successful completion of a background check and drug screening.
  • Credentialed Manager through the International City/County Management Association (ICMA) is highly preferred.
  • Residency within Rincon’s city limits or Effingham County is required.

Pay

Salary range: $128,413.10–$218,302.27 (starting salary dependent on qualifications and experience).
