Chief Operations Officer (COO)
About the role
The COO will provide oversight of Catholic Charities' programs, including Self-Sufficiency & Housing, Children's Learning Center, Educational Opportunity, Senior Services, Refugee Support, Immigration and Citizenship Legal Assistance, Administration, IT & Facilities, and Human Resources. The COO will ensure the organization efficiently delivers its programs and services while assisting each program with financial planning. The COO manages resources effectively and maintains compliance with regulations of each program, policies, and agency safety while supporting the CEO's strategic vision and the organization's mission.

Responsibilities
- Oversee all operational aspects of the organization, including program delivery, logistics, facilities management, and technology infrastructure
- Develop, execute, and evaluate the organization's programs and services to ensure alignment with the agency's mission and positive outcomes for beneficiaries
- Manage resource allocation, including budgeting, financial planning, and optimization to support programs and strategic objectives
- Identify opportunities to streamline internal processes, improve efficiency, and implement best practices
- Supervise and support teams and departments, fostering a culture of collaboration, accountability, and performance excellence
- Assess and mitigate operational risks, such as legal compliance, financial stability, and cybersecurity
- Oversee technology systems, infrastructure, and data management to support organizational needs
- Collaborate with the CEO and board of directors to implement the strategic plan and provide operational insights
- Establish key performance indicators (KPIs) and reporting mechanisms to monitor progress and impact
- Ensure adherence to relevant laws, regulations, and ethical standards
- Engage with stakeholders, including staff, volunteers, beneficiaries, donors, and partners to maintain strong relationships
- Respond to crises or emergencies and ensure business continuity
- Plan, direct, control, implement, evaluate, monitor, and forecast budgets and costs to achieve financial objectives
- Communicate and explain new directives, policies, or procedures to directors/managers; for major changes, meet with operations staff to explain changes and maintain morale
- Improve customer service and satisfaction through policy and procedural changes
- Project a positive image of the organization to employees, customers, industry, and community
- Perform other related duties as assigned
Qualifications
- Minimum of 4 years' direct experience in budget preparation, preferably in a non-profit agency
- Minimum of 4 years' experience in supervision
- Minimum of 3 years' managing grants required; federal grant management experience preferred
- Advanced computer competency in MS Office and Windows
- Valid driver's license in good standing, proof of insurance, and ability to travel locally as required
- Ability to pass a comprehensive background check
Master's degree in management, education, social work, counseling, accounting, finance, business, or public administration, or a satisfactory equivalent combination of education and experience. Bilingual in English and Spanish is preferred.
