About the role
The Chief Executive Officer (CEO) reports to the CalOptima Health Board of Directors (10 members) and develops and directs the successful implementation of short- and long-term strategic goals and plans for CalOptima Health, a County Organized Health System (COHS) and the largest insurance plan in Orange County. CalOptima Health serves approximately 800,000 members, operates a $4+ billion annual budget, and employs approximately 1,600 staff.
The CEO provides direction and oversight of programs and functional areas through division/department directors, demonstrates leadership in health-policy development affecting Medi-Cal members and other lines of business, and maintains positive working relationships with members, providers, community representatives, and federal, state, and county agencies. The CEO is responsible for attracting and retaining talent and has oversight of all aspects of the organization.
This position is approved for Full Office. If telework is approved, you are required to work within the State of California only; if Partial Telework, you must come into the Main Office in Orange, CA at least two days per week.
Responsibilities
- Partner with the Board of Directors, executive leadership, and business-unit heads to establish strategic objectives and develop robust metrics for tracking advancement.
- Monitor performance against specific business goals and objectives, ensuring compliance with regulatory requirements and company policies.
- Serve as the principal contact with community leaders, providers, and regulatory agencies relative to CalOptima Health’s lines of business; influence outcomes consistent with long-term strategies and short-term goals.
- Establish and implement policies, procedures, and practices as directed by the Board and in the best interests of the members served.
- Act as the duly authorized representative of CalOptima Health in all matters not formally delegated by the Board.
- Apply thorough knowledge of all relevant Federal and California public-agency rules and regulations.
- Collaborate with internal and external legal counsel to ensure regulatory compliance, adherence to the Brown Act, and handling of all applicable legal matters.
- Direct operations with sound personnel, financial, accounting, and statistical practices, including preparation of budgets and forecasts, maintenance of records, and collection of data required by governmental and accrediting agencies.
- Promote morale, resolve conflicts, and coordinate community-relations initiatives such as public engagements and media communications.
- Develop and maintain positive relations with local, state, and federal government officials and agencies; inform the Board of pertinent legislation, regulations, and requirements.
- Hire and fire contract and staff as guided by Board decisions and employment policies; administer all contracts to which CalOptima Health is a party.
- Support the Board, Committees, and Ad Hoc Committees with sufficient staff.
- Provide monthly reports to the Board on overall activities, finances, and pertinent federal, state, and local developments affecting operations.
- Maintain insurance or self-insurance to cover physical properties and activities.
- Develop, amend, promulgate, and implement personnel policies.
- Perform other projects and duties as assigned (5% of role).
Requirements
- Bachelor’s degree or equivalent work experience (approved by HR and the hiring manager).
- Eight years of experience administering prepaid health-delivery systems in a responsible position, or equivalent combination of education and experience.
- Extensive experience and education in health-plan management, managed-care dynamics, business planning, financial management, public policy, and working with a governing board.
Qualifications

- Master’s degree in health administration or a related field.
- Demonstrated experience leading a large, complex organization similar in size and scope to CalOptima Health.
- Demonstrated experience working with a governing board or within a public health plan.

Physical Requirements
- Ability to visually read information from computer screens, forms, and other printed materials.
- Ability to speak clearly in conversation and general communication.
- Hearing ability for verbal communication via telephone and face-to-face interactions.
- Manual dexterity for typing, writing, standing, reaching, flexibility, body movement for bending, crouching, walking, kneeling, and prolonged sitting.
- Lifting and moving objects, patients, and/or equipment less than 10 pounds.
Pay
Pay Grade: 330 – $560,000 – $841,500 ($269.23 – $404.5673 per hour). The final salary offered will be based on education, job-related knowledge and experience, skills relevant to the role, and internal equity.
