Case Manager - Licensing
About the role
This position supports the Nicollet County Health and Human Services department. The primary responsibilities include performing licensing duties delegated by Minnesota Statutes and Rules for various types of care facilities, conducting home and facility visits, gathering paperwork, evaluating programs, submitting background studies, writing home studies and updates, tracking provider training, making licensing recommendations, investigating complaints, issuing correction orders, and making recommendations for licensing actions. Additionally, this position accepts and processes variance requests, conducts annual home inspections, and completes other tasks as outlined.
Responsibilities
- Completes home and facility visits to assess compliance with licensing requirements.
- Gathers paperwork and evaluates programs for compliance.
- Writes home studies and updates, completes ELICI, and fills out licensing checklists during inspections.
- Investigates complaints and makes recommendations for licensing actions.
- Issues correction orders as necessary and follows up on licensing actions to ensure compliance.
- Testifies in court proceedings and interprets judicial findings.
- Determines eligibility for licensure and completes evaluations, interviews, and obtains required forms for licensing.
- Develops, updates, and provides orientation training for all licensing programs.
- Offers other training as needed and interprets relevant laws, rules, and policies.
- Initiates background studies for license holders and completes non-disqualifying assessments for child foster care.
- Submits background studies and fathers' registry requests for step-parent adoptions.
- Provides case management to ICPC cases and MAPCY re-assessments.
- Completes home studies for ICPC and conducts monthly home visits with providers and children.
- Offers resources and case management to licensed family child care providers and foster care providers.
- Writes and submits quarterly reports to ICPC.
Requirements
- Accepts, reviews, and processes variance requests for all licensed programs.
- Completes annual home inspections of licensed homes and facilities to ensure compliance.
- Requests fire marshal inspection of licensed homes and conducts follow-up of any deficiencies cited in the fire marshal report.
- Writes home study and home study updates, completes ELICI, and licensing checklists during inspections.
- Conducts investigations of complaints and makes recommendations for licensing actions for all licensed and unlicensed programs.
- Issues correction orders as needed and follows up on licensing actions to ensure compliance.
- Testsifies in court proceedings, interprets, and implements judicial findings and court orders.
- Determines eligibility for licensure for family child care, child foster care, and adult foster care.
- Completes evaluations, interviews, and obtains required forms for licensing.
- Makes recommendations to the Department of Human Services (DHS).
- Develops, updates, and provides orientation training for all licensing programs.
- Offers other training as needed and interprets relevant laws, rules, and policies.
- Initiates background studies for license holders, family members, or other associated with the license.
- Completes non-disqualifying assessments for child foster care.
- Submits background studies and fathers' registry requests for step-parent adoptions.
- Provides child welfare case management to ICPC cases and MAPCY re-assessments.
- Completes home study for ICPC and conducts monthly home visits with provider and child(ren).
- Offers resources and case management to licensed family child care providers and foster care providers.
- Writes and submits quarterly reports to ICPC.
Qualifications
- Valid MN Driver’s license.
- A bachelor's degree in one (1) of the behavioral sciences or related fields including, but not limited to, social work, psychology, or nursing from an accredited college or university, OR any equivalent combination of education and experience to successfully perform the essential duties of the job.
Skills
- Knowledge and experience of computer hardware, technology, programs, and software generally used in an office environment and specific to the department's operations (i.e. Microsoft Office Suite, Adobe Acrobat) or similar software.
- Knowledge of and experience with data management systems.
- Ability to use a computer, Microsoft Office and related software applications.
