About the role
The Associate Benefits Opportunity Specialist I (ABOS I) serves as a Case Management Supervisor under the direction of the Associate Benefits Opportunity Specialist II. This role supervises a team of Benefits Opportunity Specialists (BOS) to manage various functions of eligibility determination, financial planning, and employment planning and monitoring.
Responsibilities
- Supervise a team of BOS staff handling the entire application process for new applicants, Family Assistance cases, Safety Net cases, and one-shot deals.
- Assign applications to staff, review recommendations, and sign off on benefits and case entries.
- Supervise BOS staff in interviewing applicants, assessing eligibility for immediate needs grants, public assistance, SNAP benefits, and Medicaid, and making referrals to other services.
- Prepare daily and weekly statistical reports and monthly audits.
- Assist with case consultations and guidance on difficult cases during the case planning process.
- Supervise BOS staff in providing comprehensive service delivery to participants, managing ongoing eligibility, assessing participants, developing Employment Assessments and Plans, and implementing strategies for self-sufficiency.
- Review employment eligibility decisions for appropriateness and correctness according to Agency and New York State rules and regulations, and perform initial conference/conciliation interviews.
- Perform Mandatory Dispute Resolution.
- Supervise BOS staff in interviewing and corresponding with homebound clients.
- Supervise BOS staff in providing quick service for walk-in or telephone clients, handling reported changes, and maintaining contact with other teams.
- Supervise BOS staff in interviewing and determining housing needs for tenants at risk of homelessness or already homeless, assisting in the development of anti-eviction/housing intervention plans, and conducting field visits.
Requirements
- A four-year high school diploma or equivalent, and three years of full-time satisfactory experience in social/human services or a related setting, providing either client services or employment planning/counseling services involving job development, skills assessment, and employment placement.
- A baccalaureate degree from an accredited college, plus eighteen months of full-time satisfactory experience as a Benefits Opportunity Specialist.
- College credit from an accredited college may substitute for experience on a 60 semester credit for 9 months basis, provided all candidates have at least 18 months of full-time satisfactory experience as a Benefits Opportunity Specialist or in social/human services work.
