About the role

The Housing Specialist position at CGI Federal's Housing Sector team is aimed at supporting public housing authorities (PHAs) and the U.S. Department of Housing and Urban Development (HUD) in the provision of affordable housing. This role involves assisting with the Housing Choice Voucher Program (HCVP), ensuring compliance with HUD policies, and managing client interactions.

Responsibilities

  • Income calculations and file reviews
  • Maintaining high quality customer service with clients
  • Implementing all aspects of HCV program administration
  • Eligibility screening, employment, income, asset, and deduction analysis
  • School verifications, reasonable rent determinations, and negotiations
  • Housing subsidy assistance and rent calculations
  • Voucher issuance, approving requests for tenancy, and reasonable accommodations
  • Landlord eligibility screening, housing assistance payments contracting, and payment processing
  • Periodic re certifications/re exams, referrals to mobility counseling services, and program terminations
  • Monitoring caseload activities and providing client and landlord customer service
  • Managing, monitoring, and maintaining monthly portfolio
  • Collecting, processing, and verifying documentation for clients and stakeholders
  • Contacting third party sources for verifications based on outlined criteria
  • Ensuring tasks assigned are completed in an accurate and timely manner
  • Operating/maintaining computer, printer, scanner, copier, fax, and additional office machines
  • Completing accurate data entry in CGI and client systems of record
  • Analyzing, organizing, evaluating, alphabetizing, and filing materials or data
  • Aiding other staff members when requested
  • Implementing new CGI/HUD/Client policy, procedures, and requirements as provided by the Supervisor
  • Responding to inquiries from clients, landlords, and tenants regarding case load matters and concerns
  • Educating program team members, participants

Requirements

  • Associate's degree (bachelor's degree preferred) from an accredited college or university in Business or Public Administration, Social Sciences or related field
  • 3-5 years of customer service experience in the affordable housing industry preferred
  • One year in a supervisory position
  • Must obtain Certified HCVP Specialist within one year of employment

Qualifications

  • Skilled reading, analyzing, and interpreting data, documents, information, and publications
  • Ability to evaluate information and situations to make sound independent decisions
  • Problem-solving abilities with skills to identify critical issues and develop and execute plans to resolve disputes
  • Demonstrated ability to use critical thinking to solve problems
  • Organization and records management skills
  • Basic to advanced math skills to complete financial forms, develop reports, and understand statistical data
  • Highly proficient data entry and computer skills along with the ability to use and manage computer files, use databases, create spreadsheets, and prepare presentations
  • Aptitude to become proficient with proprietary database operations and demonstrate functional proficiency in use of Microsoft Office Suite (Word, Excel, Outlook, PowerPoint)
  • Strong interpersonal, written, and verbal communication skills and the ability to forge positive relationships
