About the role

The selected Vendor's Candidate will be part of CPA's Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program. The CAPPS Program for this engagement comprises the following components: HR/Payroll (inclusive of Recruit functionality), Financials, STARR, and all ancillary systems.

Responsibilities

  • Technical skillsets for applicable tools, including, but not limited to:
    • Understanding Application Designer (records, fields, pages, components)
    • Integration Broker (Web Services, REST/SOAP Integrations)
    • SQR and BI Publisher report customization
    • SQL Proficiency
    • Understanding of PeopleSoft security, inclusive of State of Texas multitenancy requirements
    • Planning, designing, developing, implementing, supporting, and maintaining the information technology security measures to safeguard system information.
  • Tools and environment knowledge, including, but not limited to:
    • PUM (PeopleSoft Update Manager) and Change Assistant
    • Fluid UI changes and page navigation
    • Lifecycle management and selective adoption
    • Elasticsearch/Search Framework
    • Data migration and compare reports
  • Cross-functional collaboration, including, but not limited to:
    • Strong problem-solving and troubleshooting
    • Ability to interpret the State of Texas HR policies into system configuration and code modifications
    • Requirements gathering for applicable break/fix or system enhancements
    • Documentation and testing (UAT, regression testing)
    • Incident management in systems like ServiceNow and BOSSDesk, with the ability to keep multiple systems synchronized with timely updates
    • Communication skills when working with policy personnel, other analysts, 100+ agencies, and our Managed Services Tier 3 vendor.
    • Understanding and accounting for interdependence on legacy systems (SPRS, HRIS, etc.)
    • Providing structured cross-training to support junior analyst capability growth.
    • Providing comprehensive training and support to agency personnel in accordance with established requests and organizational requirements.
  • Project-level coordination and participation, including, but not limited to:
    • Expansions that include additional module implementations or enhancements for agencies
    • Cyclic processes such as fiscal year-end, calendar year-end, 1095 creation and distribution, State of Texas legislative changes, federal mandates, and third-party integrations.
  • Level 2 Service Desk support, including complex ticket handling, advanced troubleshooting, clear documentation, and basic system configuration, all following established, auditable processes in coordination with a Managed Services vendor responsible for Tier 3 work.
  • Ensuring that all digital products and content meet WCAG 2.1 accessibility standards. This includes maintaining perceivable, operable, understandable, and robust experiences for all users, regularly reviewing content for compliance, and implementing updates or remediation whenever accessibility issues are identified.
  • Performing highly advanced (senior-level) consultative services and functional assistance work related to supporting the CAPPS Program.
  • Functional HR expertise, including, but not limited to:
    • Workforce Administration
    • TAM/CG
    • HR Security Set-up and row-level security

Qualifications

  • 8 years of extensive Texas public sector experience, directly working for or supporting a Texas state government agency
  • 8 years of extensive experience supporting the HR module in PeopleSoft HCM version 9.2
  • 8 years of extensive knowledge and understanding of State of Texas applicable policy
  • 8 years of extensive knowledge of federal labor laws
  • 8 years of experience preparing WCAG 2.1-compliant materials for distribution
  • 8 years of experience in interpreting contractual language and integrating it into daily workflows, while consistently holding vendors accountable to contractual requirements
  • Extensive knowledge of/experience with data integration, data quality, and SDLC processes and methodologies
  • 4 years of experience performing functional project management activities in support of CPA’s CAPPS program
  • 3 years of experience with Information Technology Infrastructure Library principles and practices for IT activities such as IT service management (ITSM) and IT asset management (ITAM) that focus on aligning IT services with the needs of the business
  • Experience with CAPPS Central production and expansion functional support activities for more than 100 agencies and 5 Hub instances
  • 4 years of preferred experience in:
    • Supporting the FMLA module to enter and track FMLA balances for all FMLA plan types in the CAPPS system
    • Participating in Fiscal Year-End processes specific to reorganizational changes and legislative mandates for CAPPS
    • Loading mass salary actions for agencies
    • Supporting CAPPS by gathering requirements and writing functional specifications for legislatively mandated benefit enrollment programs using web services to communicate between different state agencies for CAPPS
    • Performing SQL actions needed to keep the CAPPS, and SPRS systems in sync
    • Experience with and knowledge of CPA’s legacy Statewide Financial Systems production support activities
