Job Summary
Under limited direction and in compliance with technical, administrative, regulatory, or professional standards and guidelines, monitors the performance of the Capital Improvement Projects (CIP) undertaken by the Project Management Office. Manages stakeholder outreach and engagement for the department. Acts as the liaison between the department and residents, businesses, community groups, and other stakeholders. Organizes and leads public meetings, distributes construction updates, and gathers community and stakeholder feedback. Addresses stakeholder concerns, mitigates construction disruptions, and resolves complaints. Researches and analyzes best practices for design, construction, programming, and delivery of municipal assets. Monitors construction of capital projects and assists the department with the resolution of complex issues. Makes site visits as appropriate. Communicates project performance and alerts management of notable issues. Assists with department budget preparation, monitors project expenses, processes invoices, and provides routine reporting. Coordinates with project managers, other City departments, and external consultants and contractors to establish Purchase Orders and process pay applications related to design and construction services. Monitors the Project Management Office’s initiatives to ensure alignment with City Council priorities. Obtains and maintains information related to infrastructure asset management programs and assists with condition assessments and prioritization for future CIP projects. Works with other City departments, leadership, public advocacy groups, and other partners in the pursuit of improving the City’s municipal assets, facilities, parks, trails, and greenspaces.
Essential Functions
Perform Program and Project Management: Ensure the successful delivery of the portfolio of projects assigned to the Project Management Office by coordinating the schedules, budgets, and reporting of incremental progress. Coordinate the procurement of resources through the development of Request for Proposals, Request for Bids, Purchase Orders, and contracts for services. Maintain project related documentation, including contracts, invoices, and payment applications. Monitor grant requirements and manage financial reporting for projects with grant funding. Collaborate with project managers to ensure the department’s collective projects maintain their target schedules, reach expected milestones, and achieve defined goals.
Manage Project Engagement: Organize and facilitate meetings with residents, stakeholders, advocacy groups, and other interested parties to share project information and solicit feedback. Work with project consultant teams to include architecture and engineering design consultants and necessary City departments to develop effective engagement plans that encourage participation and build consensus on a project’s deliverables. Distribute timely updates about a project’s construction progress, ensuring City leadership, affected departments, residents and stakeholders are up to date and informed of any changes or disruptions. Gather feedback from stakeholders, research solutions, and work within the department to address concerns and incorporate suggestions where feasible. Coordinate with relevant departments on project kickoffs, groundbreakings, ribbon cuttings and other forward-facing events that memorialize project milestones. Serve as the primary liaison to the City’s Communications and Engagement Department to manage project content on the City’s website.
Conduct Research and Database Development: Develop and manage a database of vendors, consultants, and contractors for the department. Use existing assets and future implementations to develop and manage a database of user counts on the Swamp Rabbit Trail. Research metrics and data related to mobility and alternative transportation usage within the City and the Upstate. Analyze national trends and compare with local data and metrics. Research and analyze best practices for design, construction, programming, and delivery of municipal assets.
Manage Asset Information: Research, develop, and maintain information used to identify future CIPs. Assist with condition assessments and prioritization of future CIP projects based on analysis of infrastructure database. Perform and/or assist in the in-house design development and preliminary cost estimating for new municipal assets.
Qualifications
Bachelor’s degree in public administration, business administration, construction management, architecture, landscape architecture, civil engineering, or related field.
Over four (4) years of experience in project management, construction management, or related field.
Prior experience in project management, construction management, or public administration.
Experience in government or analytics at a professional or managerial level.
Project Management Professional (PMP) certification.
