About the Role

Rush University Medical Center is seeking a strategic and technically skilled Capital Program Manager to support enterprise-wide capital infrastructure planning. Reporting to the Director of Facilities Management, this role develops and maintains the long-range capital program, aligns priorities with institutional goals, and supports risk mitigation through data-driven planning. The position plays a critical role in advancing capital planning while insulating the Director from day-to-day technical and funding decisions.

The Capital Program Manager owns capital submission development, technical review, project prioritization, and coordination with internal stakeholders, enabling the Director to focus on long-term strategy and leadership alignment.

Responsibilities

  • Develop and manage the overall capital program, aligning investment priorities with operational goals and institutional strategies.
  • Use data and condition assessments to support risk mitigation planning and address deferred maintenance across campus facilities.
  • Maintain and regularly update facility condition assessments (FCAs) to reflect asset health and inform capital prioritization models.
  • Prepare capital project submissions, including scope, justification, budget, and alignment with strategic or compliance drivers.
  • Build and present business cases incorporating lifecycle cost, ROI/payback, risk, energy efficiency, and regulatory requirements.
  • Collaborate with Planning, Design & Construction to align planning inputs with project timelines, phasing, and execution sequencing.
  • Support operational readiness of capital projects, including integration with clinical operations, turnover requirements, and system startup planning.
  • Help maintain and enforce infrastructure standards to ensure consistency and quality across capital and renewal projects.
  • Incorporate facility data, energy management system inputs, and automation trends into capital forecasts and dashboards.
  • Create summary reports and visualizations for executive review and governance committees.
  • Stay informed on healthcare facilities best practices, emerging technologies, and capital risk frameworks.
  • Serve as the primary technical and financial decision-maker for capital planning efforts.

Requirements

  • Bachelor’s degree in Mechanical Engineering, Facilities Engineering, or related technical discipline (or demonstrated equivalent experience).
  • Minimum 5–7 years of experience in capital planning, facility engineering, or related roles in complex institutions.
  • Strong analytical and business planning skills, including lifecycle cost analysis and capital budgeting.
  • Familiarity with infrastructure systems (HVAC, electrical, plumbing, etc.) and maintenance strategies.
  • Understanding of project management concepts, including scheduling and phasing (though this is not a project manager role).
  • Proficiency in Microsoft Excel, PowerPoint, and capital planning systems (e.g., VFA, Asset Planner).

Preferred Qualifications

  • Professional Engineer (PE) license or advanced technical degree.
  • Experience in healthcare or academic medical centers.
  • Exposure to AI tools, predictive modeling, or capital portfolio analytics.
  • Knowledge of energy management systems, sustainability practices, or building automation technologies.

Pay

Pay range: $50.15 – $72.78 per hour. Rush salaries are determined by factors including education, job-related experience, skills, and internal equity.
