Capital Planning Manager

About the role
Lead the Health Partners capital planning process and serve as the enterprise subject matter expert for capital investments. Ensure effective governance, prioritization, and monitoring of capital expenditures across Health Partners, aligning investments with strategic and financial objectives. Partner broadly across finance, IT, real estate, supply chain, care group, and health plan leadership to develop capital budgets, track performance, and improve capital planning processes. Provide visibility and insights into capital utilization, enabling disciplined decision-making and financial stewardship across the organization.
Responsibilities
- Lead Annual Capital Planning Process (30%)
- Coordinate the end-to-end capital planning cycle, including timelines, templates, and submissions
- Facilitate prioritization of capital requests in alignment with organizational strategy
- Ensure consistency and completeness of capital business cases
- Capital Budgeting & Cross-Functional Partnership (20%)
- Partner with leaders across IT, real estate, supply chain, care group, and health plan
- Support development of capital budgets and investment plans
- Align capital requests with financial goals and operational priorities
- Capital Spend Monitoring & Variance Management (20%)
- Track capital project spending against approved budgets throughout the year
- Identify and communicate variances, risks, and opportunities
- Partner with stakeholders to address off-budget performance
- Capital Reporting, Analytics & Governance (20%)
- Develop and maintain capital reporting by department, category, and time period
- Build and enhance reporting to track capital spend by area and month
- Prepare agendas, analyses, and materials for monthly Capital Council meetings
- Serve governance processes including review, approval tracking, and decision documentation
- Capital Process Improvement & Program Optimization (10%)
- Improve the capital lifecycle process from planning through approval and execution
- Recommend enhancements to reporting tools, systems, and workflows
- Serve as the organization’s subject matter expert on capital planning practices
Requirements
- Education, Experience or Equivalent Combination: Bachelor’s degree in Finance, Accounting, Business, or related field 5–7 years of progressive finance, capital planning, or budgeting experience
- Knowledge, Skills, And Abilities: Strong financial analysis and modeling capabilities, Experience managing budgets and tracking project performance, Ability to work effectively in a matrixed organization, Strong communication and presentation skills
Preferred Qualifications
- Knowledge, Skills, and Abilities: Experience in healthcare finance or capital planning, Experience supporting capital governance processes
